I would like to know how to use the Google Nest cam outdoor as a webcam camera.

You can only share the livestream outside of your Google Nest "household" for the older 1st gen Google Nest cameras and doorbells that get installed in the Google Nest app (https://support.google.com/googlenest/answer/9227530).

It's not possible to do so for the newer 2nd gen Google Nest cameras and doorbells that get installed in the Google Home app.
