when detecting whether a service exists, if it does not, the output result will be like "Unit noneexists.service could not be found." on ubuntu:20.04

Hi @fengxsong. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

if you are copying this kubeadm code and using it in your code, please note that it has no API guarantees and it might change / break at any point in time.

if you are just using the kubeadm CLI and getting the error it is fine.

the change seems OK.
as shown in #120514 (comment) this error message is actually more accurate for recent systemd. the original message that we checked seems to be from some old version (?).
