This PR removed the AdvancedAuditing feature gate in v1.28, which graduated to GA in 1.12.

AdvancedAuditing feature gate that graduated to GA in 1.12 and was unconditionally enabled has been removed in v1.28.

The Kubernetes project has merge-blocking tests that are currently too flaky to consistently pass.
