The Center for AI and Digital Policy aims to ensure that artificial intelligence and digital policies promote a better society, more fair, more just, and more accountable – a world where technology promotes broad social inclusion based on fundamental rights, democratic institutions, and the rule of law. As an independent non-profit corporation, the Center for AI and Digital Policy will bring together world leaders, innovators, advocates, and thinkers to promote established frameworks for AI policy – including the OECD AI Principles and the Universal Guidelines for AI – and to explore emerging challenges.

    📰 CAIDP's Merve Hickok Christabel R. and Marc Rotenberg publish commentary in The Hill, Urge Federal Trade Commission to act on OpenAI Case ➡ "More than a year ago, our group, the Center for AI and Digital Policy, filed a formal complaint with the Federal Trade Commission about OpenAI. We alleged that OpenAI had violated U.S. consumer protection law by releasing a consumer product without sufficient safeguards. And we urged the FTC to act to ensure independent oversight of OpenAI and other AI companies." ➡ "Much of the evidence for our compliant was gathered from OpenAI itself. The company’s GPT-4 “system card,” a technical specification of the product’s design, listed many risks following the deployment of ChatGPT. Bias, cybersecurity vulnerabilities, election interference and threats to consumer privacy and public safety were all acknowledged by the company prior to release of the product. . . ➡ "In July 2023, The New York Times reported that the agency had launched the investigation we requested. The detailed document request to OpenAI also indicated that the FTC identified copyright concerns that we had missed and that OpenAI had failed to disclose in the system card. ➡ "We thought we were making progress. ➡ "But since July, there has been no word about the investigation of the world’s most impactful publicly available AI product.     📢 At G7 Summit, Pope Francis Calls for Ban on Lethal Autonomous Weapons, Warns Humans Must Maintain Control of AI Systems Pope Francis called for a ban on “lethal autonomous weapons” in an address to the G7 leaders’ summit in Italy on the perils of artificial intelligence (AI), and he urged world leaders to take action to safeguard human dignity. 🔥 “In light of the tragedy that is armed conflict, it is urgent to reconsider the development and use of devices like the so-called ‘lethal autonomous weapons’ and ultimately ban their use,” the pope said. "No machine should ever choose to take the life of a human being," he said, adding that people should not let superpowerful algorithms decide their destiny. 🔥 “Artificial intelligence [is] at the same time an exciting and fearsome tool. We would condemn humanity to a future without hope if we took away people’s ability to make decisions about themselves and their lives, by dooming them to depend on the choices of machines.” 🔥 “This starts from an effective and concrete commitment to introduce ever greater and proper human control. No machine should ever choose to take the life of a human being," he said. "We need to ensure and safeguard a space for proper human control over the choices made by artificial intelligence programs: Human dignity itself depends on it.” 🔥 Speaking to world leaders, the Pope said, "It is up to everyone to make good use of (AI) but the onus is on politics to create the conditions for such good use to be possible and fruitful.” Italian President Georgia Meloni underscored the historic moment in opening remarks, "It is the first time that a Pontiff participates in a meeting of the Group of Seven." She said the G7 dedicated an Outreach session to Artificial Intelligence because of "the opportunities it opens up and the risks it hides." The Center for AI and Digital Policy has often cited the Pope's statements on AI in support of a global AI treaty. Earlier this year, the Council of Europe adopted the first international treaty for AI. The AI Treaty protects fundamental rights, democratic institutions, and the rule of law and is open for ratification on September 5.   • 📢 CEOs Favor Regulation of Tech Industry "At a pivotal moment for new forms of artificial intelligence—and the internet itself—an overwhelming number of CEOs appear to be looking for a reassessment of how these technologies are governed. "That was the big takeaway from an online forum hosted by The Yale School of Management’s Jeffrey Sonnenfeld, to commemorate the 50th anniversary of the birth of the internet. CAIDP wrote: 🔥 "We reiterate the criticality and urgency of the actions that ICO must undertake to set guardrails against AI systems that infringe upon the fundamental rights of the UK public. ICO must enact governance mechanisms to ensure that AI actors processing personal data, treat people fairly, that systems are accountable, that adverse decisions are contestable and that transparency is meaningful.” ➡ "CAIDP strongly advises the ICO to integrate the UNESCO Recommendations on the Ethics of AI as the premium framework for the governance of AI," 🔥 "CAIDP restates our objection to web scraping as acceptable to meet the legitimate interest provision of the lawful basis for personal data processing.   • 📢 CAIDP Provides Comments on AI Priorities Ahead of G7 Summit Building on earlier statements to the G7, the Center for AI and Digital Policy set out several recommendations when G7 leaders meet next week in Apulia, Italy for the annual summit. 🇮🇹 CAIDP said the G7 should ➡ “Take appropriate measures throughout the development of advanced AI systems, including prior to and throughout their deployment and placement on the market, to identify, evaluate, and mitigate risks across the AI lifecycle.” (from the Hiroshima Principles) ➡ Require impact assessments for high-risk AI systems prior to deployment ➡ Create clear, enforceable guidelines to guard against the nonconsensual use of personal data and intellectual property to train AI systems ➡ Establish algorithmic transparency as a legal right ➡ Implement the Universal Guidelines for AI Right to Human Determination and Termination Obligation CAIDP also acknowledged the recent statements of the G7 Digital Ministers who said in March: 🔥 "We are aware of the evolving and complex challenges that digital technologies, including AI, pose with respect to protecting human rights, including privacy, and of the risks to personal data protection, security and safety, intellectual property, the environment, and of widening digital divides, including the gender digital divide." 🔥 ". . . it is more apparent than ever that the development, deployment, and use of AI systems should respect the rule of law, due process, democracy, human rights, including privacy, and protect personal data and intellectual property, including by promoting transparency, fairness, and accountability, while preventing and mitigating possible misuse and abuse."   • 📢 NOYB Files Complaints Against Meta, Cites Misuse of Personal Data in AI Systems noyb.eu, the European advocacy organization has filed a series of complaints with European privacy officials, alleging that a proposed change in Meta's business practices violates the #GDPR. None of Your Business has filed 11 distinct complaints, asking authorities to launch an urgency procedure to stop this change before it comes into force on 26 June 2024. 🔥 Max Schrems: "Meta is basically saying that it can use 'any data from any source for any purpose and make it available to anyone in the world', as long as it’s done via 'AI technology'. This is clearly the opposite of GDPR compliance. 'AI technology' is an extremely broad term. Much like 'using your data in databases', it has no real legal limit. Meta doesn't say what it will use the data for, so it could either be a simple chatbot, extremely aggressive personalised advertising or even a killer drone. Meta also says that user data can be made available to any 'third party' - which means anyone in the world." 🔥 Max Schrems: "The European Court of Justice has already made it clear that Meta has no 'legitimate interest' to override users' right to data protection when it comes to advertising. Yet the company is trying to use the same arguments for the training of undefined 'AI technology'. It seems that Meta is once again blatantly ignoring the judgements of the CJEU." 🔥 Max Schrems: "Shifting the responsibility to the user is completely absurd. The law requires Meta to get opt-in consent, not to provide a hidden and misleading opt-out form. If Meta wants to use your data, they have to ask for your permission. Instead, they make users beg to be excluded. We were particularly surprised that Meta has even went to the trouble of builing in tons of little distractions to ensure that only a tiny number of users would actually bother to object."
