📢 OECD Publishes Report on AI, Data Governance, and Privacy In the age of rapid digital transformation, the OECD.AI has published a report that highlights six critical policy considerations to ensure that AI systems are effective and respect user privacy : 1. Ensuring transparency in AI systems 2. Safeguarding data privacy 3. Enhancing data security measures 4. Promoting data access and sharing 5. Encouraging international cooperation 6. Regulating AI technology use effectively ➡ As the OECD explains, the report "maps the principles set in the OECD Privacy Guidelines (1980) to the OECD AI Principles (2023), takes stock of national and regional initiatives, and suggests potential areas for collaboration." ➡ "The report supports the implementation of the OECD Privacy Guidelines alongside the OECD AI Principles. By advocating for international co-operation, the report aims to guide the development of AI systems that respect and support privacy." 📢 CAIDP Provides Comments to Australian Government on Online Safety Act and AI 🇦🇺 In comments to the Australian Government, the Center for AI and Digital Policy wrote, "the online risks which accompany the advent of generative AI are extensive, and include threats to personal privacy, intellectual property, and life-altering outcomes based on AI-enabled decision-making." CAIDP thanked the Australian government for the opportunity to provide public comments on proposed changes to the Online Safety Act and made several specific recommendations concerning AI: 1️⃣ Establish redlines for developers, providers, and deployers of AI systems regarding training data, prohibiting practices which contravene the Australian Privacy Principles, including web-scraping of personal data and intellectual property. 2️⃣ Require transparent and contestable data provenance for AI models trained on web-scraped data so that data subjects may be made aware when their personal, private data and intellectual property has been used to train AI models, providing an opportunity for compensation and extrication of data. 3️⃣ Require rigorous, independent impact assessments prior to deployment to identify and mitigate potential online harms, including biases and rights violations, with ongoing re-assessments across the AI lifecycle. 4️⃣ Require algorithmic transparency for AI systems so that users are aware when they are interacting with an AI/algorithmic system and are provided with clear and valid reasons for outcomes affecting their lives. 5️⃣ Require human oversight and control over AI systems operating online and an affirmative obligation to terminate if human control of the system is no longer possible and/or if the system fails to uphold human/civil rights in keeping with the Universal Guidelines for AI, a precursor to the Australia-endorsed UNESCO Recommendation on the Ethics of Artificial Intelligence. 📢 Christabel R. named Associate Director of the Center for AI and Digital Policy Christabel R., a prominent attorney who practiced in Bangladesh, joined CAIDP in 2023, after completing an LLM in Technology and Law at the Georgetown University Law Center. Since joining CAIDP, Christabel has prepared substantial AI policy statements for Congressional committees and federal agencies, managed CAIDP's growing intern program, organized coalition events, and spoken at AI policy conferences on behalf of CAIDP. Christabel also pursued an extensive consumer complaint with the Federal Trade Commission regarding OpenAI and the need for guardrails for AI services. The National Association of Voice Actors (NAVA) recently endorsed the CAIDP initiative. 📢 National Association of Voice Actors (NAVA) Supports Center for AI and Digital Policy OpenAI Complaint Now Pending at the Federal Trade Commission (June 18, 2024) In a statement issued today, the National Association of Voice Actors (NAVA), a national organization championing the rights of voice actors in the wake of AI advancements, has joined in support of case now pending at the Federal Trade Commission, launched by the Center for AI and Digital Policy, to establish guardrails for the AI industry. "As voice actors, our work appears in commercials, video games, toys, apps, and audiobooks. We create characters, narrate stories, and connect with people through our unique vocal skills. Our years of training and experience are infused into each project we undertake," said NAVA president Tim Friedlander. Mr. Friedlander continued, "Voice actors are facing an existential risk - our biometric data, our voices, our unique personalities, are being taken by AI companies to train their models, without Consent, Control and Compensation. We are worried about misuses of our voices, not only to replace the work we do, but also to carry out fraud, to deceive, or to defame or harass." "We strongly support the Center for AI and Digital Policy . . . and urge the FTC to establish guardrails for the AI industry and protect the work and livelihood of creators." 📢 CAIDP's Christabel Randolph Leads Discussion on US AI and Sustainability The inaugural U.S. AI and Sustainability Summit kicked-off with keynotes from Senator Edward Markey, Dr. Arati Prabhakar, Stephanie Nguyen, CTO-FTC, Deputy Ambassador Michael Curtis- EU Delegation, and Marsden Hanna.   Senator Markey emphasized the need for climate action, while acknowledging AI's "Dickensian" potential to assist in climate mitigation. He urged passage of AI legislation and acknowledged the work of CAIDP in providing expert advice to Congress.   CAIDP’s Christabel R. moderated the first panel on “Governance and Collaboration” with U.S. Congressman Don Beyer, Vice Chair of the Congressional AI Caucus, Suzanne Dorsey, Sacha Alanoca, and Clara Langevin.   Christabel said, “We cannot be complacent as AI costs compound the accelerating challenges of climate change. We alleged that OpenAI had violated U.S. consumer protection law by releasing a consumer product without sufficient safeguards. And we urged the FTC to act to ensure independent oversight of OpenAI and other AI companies." ➡ "Much of the evidence for our compliant was gathered from OpenAI itself. The company’s GPT-4 “system card,” a technical specification of the product’s design, listed many risks following the deployment of ChatGPT.
