📢 At G7 Summit, Pope Francis Calls for Ban on Lethal Autonomous Weapons, Warns Humans Must Maintain Control of AI Systems Pope Francis called for a ban on “lethal autonomous weapons” in an address to the G7 leaders’ summit in Italy on the perils of artificial intelligence (AI), and he urged world leaders to take action to safeguard human dignity. 🔥 “In light of the tragedy that is armed conflict, it is urgent to reconsider the development and use of devices like the so-called ‘lethal autonomous weapons’ and ultimately ban their use,” the pope said. "No machine should ever choose to take the life of a human being," he said, adding that people should not let superpowerful algorithms decide their destiny. 🔥 “Artificial intelligence [is] at the same time an exciting and fearsome tool. We would condemn humanity to a future without hope if we took away people’s ability to make decisions about themselves and their lives, by dooming them to depend on the choices of machines.” 🔥 “This starts from an effective and concrete commitment to introduce ever greater and proper human control. No machine should ever choose to take the life of a human being," he said. "We need to ensure and safeguard a space for proper human control over the choices made by artificial intelligence programs: Human dignity itself depends on it.” 🔥 Speaking to world leaders, the Pope said, "It is up to everyone to make good use of (AI) but the onus is on politics to create the conditions for such good use to be possible and fruitful.” Italian President Georgia Meloni underscored the historic moment in opening remarks, "It is the first time that a Pontiff participates in a meeting of the Group of Seven." She said the G7 dedicated an Outreach session to Artificial Intelligence because of "the opportunities it opens up and the risks it hides." The Center for AI and Digital Policy has often cited the Pope's statements on AI in support of a global AI treaty. Earlier this year, the Council of Europe adopted the first international treaty for AI. The AI Treaty protects fundamental rights, democratic institutions, and the rule of law and is open for ratification on September 5. CAIDP has urged countries to adopt the highest possible standards set out in the Council of Europe AI Treaty. 📢 CAIDP Provides Comments to Australian Government on Online Safety Act and AI 🇦🇺 In comments to the Australian Government, the Center for AI and Digital Policy wrote, "the online risks which accompany the advent of generative AI are extensive, and include threats to personal privacy, intellectual property, and life-altering outcomes based on AI-enabled decision-making." CAIDP thanked the Australian government for the opportunity to provide public comments on proposed changes to the Online Safety Act and made several specific recommendations concerning AI: 1️⃣ Establish redlines for developers, providers, and deployers of AI systems regarding training data, prohibiting practices which contravene the Australian Privacy Principles, including web-scraping of personal data and intellectual property. 2️⃣ Require transparent and contestable data provenance for AI models trained on web-scraped data so that data subjects may be made aware when their personal, private data and intellectual property has been used to train AI models, providing an opportunity for compensation and extrication of data. 3️⃣ Require rigorous, independent impact assessments prior to deployment to identify and mitigate potential online harms, including biases and rights violations, with ongoing re-assessments across the AI lifecycle. 4️⃣ Require algorithmic transparency for AI systems so that users are aware when they are interacting with an AI/algorithmic system and are provided with clear and valid reasons for outcomes affecting their lives. 5️⃣ Require human oversight and control over AI systems operating online and an affirmative obligation to terminate if human control of the system is no longer possible and/or if the system fails to uphold human/civil rights in keeping with the Universal Guidelines for AI, a precursor to the Australia-endorsed UNESCO Recommendation on the Ethics of Artificial Intelligence. 📢 National Association of Voice Actors (NAVA) Supports Center for AI and Digital Policy OpenAI Complaint Now Pending at the Federal Trade Commission (June 18, 2024) In a statement issued today, the National Association of Voice Actors (NAVA), a national organization championing the rights of voice actors in the wake of AI advancements, has joined in support of case now pending at the Federal Trade Commission, launched by the Center for AI and Digital Policy, to establish guardrails for the AI industry. "As voice actors, our work appears in commercials, video games, toys, apps, and audiobooks. We create characters, narrate stories, and connect with people through our unique vocal skills. Our years of training and experience are infused into each project we undertake," said NAVA president Tim Friedlander. Mr. Friedlander continued, "Voice actors are facing an existential risk - our biometric data, our voices, our unique personalities, are being taken by AI companies to train their models, without Consent, Control and Compensation. We are worried about misuses of our voices, not only to replace the work we do, but also to carry out fraud, to deceive, or to defame or harass." "We strongly support the Center for AI and Digital Policy . . . and urge the FTC to establish guardrails for the AI industry and protect the work and livelihood of creators." The National Association of Voice Actors (NAVA) statement follows reports that OpenAI took the voice and persona of Scarlett Johansson for its own commercial benefit over the express objection of the Hollywood actress. According to both the The New York Times and the The Wall Street Journal, the Federal Trade Commission has launched the investigation that CAIDP requested. But more than a year after the initial filing, there is still no outcome. #aigovernance #personhood Christabel R. NPR https://lnkd.in/eZ8TizxG

📰 CAIDP's Merve Hickok Christabel R. and Marc Rotenberg publish commentary in The Hill, Urge Federal Trade Commission to act on OpenAI Case ➡ "More than a year ago, our group, the Center for AI and Digital Policy, filed a formal complaint with the Federal Trade Commission about OpenAI. We alleged that OpenAI had violated U.S. consumer protection law by releasing a consumer product without sufficient safeguards. And we urged the FTC to act to ensure independent oversight of OpenAI and other AI companies." ➡ "Much of the evidence for our compliant was gathered from OpenAI itself. The company’s GPT-4 “system card,” a technical specification of the product’s design, listed many risks following the deployment of ChatGPT. Bias, cybersecurity vulnerabilities, election interference and threats to consumer privacy and public safety were all acknowledged by the company prior to release of the product. . . ➡ "In July 2023, The New York Times reported that the agency had launched the investigation we requested. The detailed document request to OpenAI also indicated that the FTC identified copyright concerns that we had missed and that OpenAI had failed to disclose in the system card. ➡ "We thought we were making progress. ➡ "But since July, there has been no word about the investigation of the world’s most impactful publicly available AI product. The FTC’s delay is all the more troublesome because OpenAI, like many big tech firms, is cutting safety and security teams at the same time competition is increasing. Remarkably, experts inside and outside the company warn that the problems are far greater than the public is aware. . . ." 🔥 🔥 🔥 "OpenAI has acknowledged the problems. Employees have warned that there are more dangers ahead. It is time for the FTC to complete the investigation of OpenAI and establish guardrails for the AI industry." #aigovernance #guardrails #consumerprotection https://lnkd.in/eqTHe-q7
