The numpydoc issue is being dealt with in #31630 (comment).

Once merged we can update this PR with main and regenerate the main CI lock files.

Whoops, it looks like this merge start to make fail the ARM job on GitHub Actions. We should check which versions of libraries have been updated.

Since it is related to scipy sparse matrix, maybe there something with scipy?

Uhm I only see an update of openblas/blas/lapack packages that could be related with this build.
