Some users may use the draw tool incorrectly assuming the content obscured by any drawing has been entirely removed from the document. This may pose a security/privacy risk to those using it as there is no indication to suggest otherwise. I think a notice should be included to ensure users are aware that the markings created using the draw tool can be removed.

For reference, using the Markup tool in the macOS Preview application generates a similar warning

Good approach 👍
At least on my experience, when asked for ordinary users, most of them believe the draw feature can hide the content of the text under the area "brushed" with this tool as per the report on https://bugzilla.mozilla.org/show_bug.cgi?id=1898195
