When should a GitHub issue be opened for the Mail-in-a-Box project? #2396

The Mail-in-a-Box project currently has an outstanding number of open issues without any responses. A cursory review of these issues reveals most of them are not appropriate for GitHub.

A GitHub issue should be opened for the following:

  1. You have discovered a bug in the current release.
  2. You have submitted a PR.
  3. You are working on a PR and have a question.
  4. You have done a bunch of work, but don't have something even close to a PR and want to see if contributors and developers would consider the PR, if submitted.

If you aren't sure about your need meeting the above requirements, please post to the discussion forum or Slack channel as described on the project home page.

I want to suggest the above post or one similar be pinned to the Issues page to reduce the noise generated.
