What type of PR is this?

What this PR does / why we need it:

  • Add an anonymous function to close the request body
  • Add comment about ephemeral port workaround
  • Pull out string building to reduce time in loop
  • Use b.Loop() to modernize benchamrk style

This bechmark was added by #107848 and hasn't changed much. I don't think it ever worked on MacOS. Maybe it only ever worked on other OSes with a larger set of default ephemeral ports. I guess the automated tests don't run the benchmarks.
