Description

Reopening #3058 on a different branch to keep commit history clean, since I accidentally pushed an unintended commit to that branch.

Refactoring functionsDeployHelper to use Typescript.

This is part of a large refactor of the Cloud Functions deploy codepath. This PR should not have any functional changes - in order to keep things understandable, I'm doing a series of js to ts refactors on this flow before I start sending out PRs for functional changes.

Merging this without an explicit review since it was approved on #3058, and its onto a launch branch, not master.
