Do we need to change this anywhere in our dogfood instance and workflows too?

one of the updates is the dogfood image, the other is ci. these are the only two places I saw that reference the node version specifically. if you're aware of more I can update them.

ugh. I still think this is worth pursuing, but I've spent too much time on some test failure caused by a minor version change. I'll have to come back to this later.
