About us
The Massachusetts Health Policy Commission (HPC), established in 2012, is an independent state agency charged with monitoring health care spending growth in Massachusetts and providing data-driven policy recommendations regarding health care delivery and payment system reform. The HPC’s mission is to advance a more transparent, accountable, and innovative health care system through independent policy leadership and investment programs. The agency’s main responsibilities are managed by HPC staff and overseen by an 11-member board of commissioners. HPC staff and commissioners work collaboratively to monitor and improve the performance of the health care system. Key activities include setting the health care cost growth benchmark; setting and monitoring provider and payer performance relative to the health care cost growth benchmark; creating standards for care delivery systems that are accountable to better meet patients’ medical, behavioral, and social needs; analyzing the impact of health care market transactions on cost, quality, and access; and investing in community health care delivery and innovations.

This week the HPC convened the cohort of Cost-Effective, Coordinated Care for Caregivers and Substance Exposed Newborns (C4SEN) awardee hospital teams at the College of the Holy Cross in Worcester and presented findings from the program’s evaluation. The HPC was honored to be joined by State Representative Lindsay Sabadosa (1st Hampshire District), a member of the Joint Committee on Health Care Financing, teams from four C4SEN awardee hospitals, and community stakeholders to discuss the program’s impact on patients and in each of their communities. Through C4SEN, the HPC dispersed close to $1.5 million to five awardee hospitals (Baystate Medical Center, Berkshire Medical Center, Mercy Medical Center - Springfield, MA, Southcoast Health, and South Shore Hospital) and enrolled 221 caregivers and 212 infants. Each program strived to support every caregiver holistically, without stigma or bias, addressing individual needs and personal experiences. These needs often extended beyond medical or behavioral health care, including supporting childcare, transportation, legal services, and providing tangible goods such as infant car seats and clothes. While all GLP-1 drugs in Massachusetts increased in price between January 2018 and September 2023, average gross commercial prices were highest for drugs indicated for weight loss (Wegovy and Saxenda). Alongside increasing prices for these drugs are increasing prescriptions. As part of its series exploring 𝗵𝗲𝗮𝗹𝘁𝗵 𝗰𝗮𝗿𝗲 𝘂𝘁𝗶𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝗶𝗻 𝗠𝗮𝘀𝘀𝗮𝗰𝗵𝘂𝘀𝗲𝘁𝘁𝘀 𝗵𝗼𝘀𝗽𝗶𝘁𝗮𝗹𝘀, CHIA has published its first-ever interactive dashboard on outpatient observation visits with data through December 2023, which updates previous reporting that covered the period FFY 2016-2019. Observation visits are classified as outpatient care and may serve a variety of functions, including the assessment of patients who may require additional diagnostic or therapeutic treatment beyond care in an emergency department, but do not require admission to the inpatient setting. The interactive dashboard will be updated quarterly to offer timely insights into utilization and visit characteristics at a statewide level and for select analyses at the hospital level.
