IOM Headquarters, based in Geneva, serves as the central hub for the organization, leading the formulation of institutional policy, guidelines, and strategy, as well as overseeing standard-setting, quality control procedures, and oversight.  

Under the leadership of the Director General, IOM HQ comprises a structure led by the Deputy Directors General for Operations and Management and Reform. The leadership structure also includes the Office of the Chief of Staff, the Office of PartnershipsAdvocacy and Communications, and the Office of Strategy and Organizational Performance

Additionally, the following offices – Office of Legal Affairs, Office of the Ombudsperson, Office of Internal Oversight Services, and Office of Ethics and Prevention of Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) – are independent offices that report directly to the Director General.
