Mr. Massie demanded a recorded vote, and the Chair determined that an insufficient number of Members having arisen, the demand for a recorded vote was refused. Mr. Massie made a point of order that a quorum was not present and the Chair counted for a quorum. Subsequently, the Chair announced that a quorum was present.
