Microsoft has acknowledged a new known issue causing this month's KB5037765 security update for Windows Server 2019 to fail to install with 0x800f0982 errors.
"Windows servers attempting to install the May 2024 security update (KB5037765), released May 14, 2024, might face issues during the installation process," Microsoft explains on the Windows health dashboard.
"The installation might fail with an error code 0x800f0982. This issue is more likely to affect devices that do not have en_us language pack support."
This confirmation comes after many Windows admins reported seeing install failures when trying to deploy cumulative updates released during the May 2024 Patch Tuesday on Windows Server 2019 systems.
As German tech blogger Günter Born first reported, these widespread issues impact devices running non-English Windows Server installations.
"In our test environment KB5037765 failed on all (german) Windows Server 2019 machines with error 0x800f0982. 5 servers total/different sites (both dcs + member)," one admin said.
Unofficial workaround available
While Microsoft has yet to provide an official workaround for these install problems and is still working on a fix, installing the en-US language pack on affected systems using the LPKSetup tool will likely allow the buggy KB5037765 security update to be installed.
To do that, you will have to go through the following procedure:
- Download the ISO image with the language packs from here.
- Mount the ISO image.
- Press the Windows logo key+R to open the "Run" dialog box. Type "lpksetup.exe", and then select "OK."
- Step through the wizard to select and install the English language pack (you can also use the LPKSetup command-line options to install the language pack using an elevated command prompt.)
This week, Redmond also fixed a known issue caused by the April 2024 Windows security updates, which broke VPN connections across client and server platforms.
The company also addressed a bug that triggered domain controller reboots and NTLM authentication failures after installing last month's Windows Server security updates.

2024-05 cumulative update for windows 2019.
If I google the kb I see there are all kinds of issues installing it.
In my environment though my 2019 servers aren't even presenting the update in Windows Update center to attempt to install it. Anyone else?

I'm getting the same. The update shows up in MECM as downloaded and deployed but only 1 system shows as required. There should be over 200 systems needing the update. No system I have looked at yet shows the update as being available. The monthly .Net update is installing fine on the same systems. Both are pushed with the same ADR.

Just noticed our off domain servers can't see this patch in Windows Update either. So Microsoft messed something up with the detection of the patch.

On release we patched some servers via windows update, but after that they didn't show up and just manually installed updates via a catalog download. Luckly we are small and only had to do 40-ish servers.

If I were to take a guess, I think Microsoft pulled this update from the Server 2019 rollout. I am no longer able to see it when checking for updates, and this mirrors the experiences of Ascetic15.
For what it's worth, I had issues installing it on an English version of Windows 10 1809 LTSC in addition to Windows Server 2019. A lot of the recent discussion has centered on non-English language packs needing to be installed but from my experience the English versions might also be impacted in certain situations.
I also noticed a curious thing when downloading KB5037765 from the MS catalog... the update was released on the 14th (patch Tuesday) but was digitally signed 10 days prior on May 4th. You'd think 10 days would have been enough time for MS to test this patch before rolling it out.

yea, KB5037765 turned out to be a "broken" update that fails to install on many Server 2019 and Win10 LTSC 2019 based computers.
looks like Microsoft had to release a recent out-of-band update (KB5039705) to clean up their own mess they started with KB5037765:
