Automatically use VoiceOver in the login window on Mac
Set a system preference to automatically use VoiceOver in the macOS login window.
Choose Apple menu
> System Preferences, click Users & Groups, then click Login Options.

If the lock at the bottom left is locked
, click it, then enter an administrator name and password; or, if your Mac or Magic Keyboard has Touch ID and it’s set to unlock your Mac, place your finger lightly on Touch ID.
On the right, click Accessibility Options, then select VoiceOver.
To turn on VoiceOver in the login window manually, press Command-F5. If your Mac or Magic Keyboard has Touch ID, you can press and hold the Command key, then quickly press Touch ID three times.
