Resource Recovery Reports

2023 Blue Box, HSP, and Lighting supply and recovery data was posted on May 31, 2024.

Companies who supply tires, Blue Box materials, hazardous or special products (e.g., paint, automotive materials), batteries, lighting, or electronics in Ontario are obligated under the Resource Recovery and Circular Economy Act, 2016 (RRCEA) to recycle or reuse their products and packaging when consumers are finished with them.

Companies must report to RPRA every year the amount of material they supply into the Ontario market, and their performance meeting the recycling and reuse targets set out in the regulations issued under the RRCEA.

RPRA reports the following annually:

  • Supply: The amount of materials supplied into the Ontario market.
  • Resource recovery requirement: The amount of materials producers are required to collect and recycle or reuse.
  • Recovery requirement reduction: The amount a producer’s resource recovery requirements can be reduced based on the criteria outlined in the regulations.

Published reports do not contain commercially sensitive information.

For more information about Ontario’s recycling laws, visit our website.

RPRA publishes data for each program as soon as possible after reporting deadlines have passed. Data may be unverified and is subject to change as audit and verification activities and compliance inspections unfold.

O. Reg. 391/20 (Blue Box Regulation) required producers to report and 2020 supply data in 2021. The regulation’s resource recovery requirements began in 2023 and was set by 2021 supply data submitted in 2022.

Hazardous and Special Products

Note: O. Reg. 449/21 (Hazardous and Special Products Regulation) does not set resource recovery targets for antifreeze, oil containers, paints and coatings, solvents, refillable pressurized containers or pesticides.

2022

Summary:

Tire producers, or PROs on their behalf, and service providers were required to report 2022 recovery results for collecting and recovering used tires by May 31, 2023. Recovery reports submitted by PROs in 2023 show that the 60% collection rate for large tires and the 85% recovery rate target for all tires outlined in the Tires Regulation was achieved. However, the 85% collection target for all tires was not achieved. Note that the 2022 recovery results are not audited. They will be audited, along with 2021 and 2023 performance, in 2024.

The chart below provides further details of the sector’s 2022 performance against targets outlined in the regulation.
