Thanks @Kritzolina for reporting here. The account was created very recently, and I suspect that the user creates multiple accounts to vandalize the Santali Wikipedia and may be doing some serious damage to articles and templates by using some automated tools. They also vandalized some content after creating the account and then apply for an adminship. We tried to contact them, but they never responded. The user is continuing it's non stop routine task. I suspect that the account ᱵᱤᱨᱢᱚᱞ ᱦᱮᱢᱵᱨᱚᱢ(Birbal Hembram) is their duplicate account. Rocky 734 (talk) 15:06, 6 September 2023 (UTC)

Thanks for the re @Aram. Indeed it is mandatory; the goal is to ensure the community trusts you / has confidence in you (which is hard to verify without a voting). The length of appoingment is generally growing, up to indefinite grant (once the community meets MVR criteria). The policy does not stipulate that continuous application for admin is not allowed. That is just gaming the system. Additionally, for their inappropriate application format (they even forgot to leave a sign in their first application), lack of counter-vandalism and other administrative experiences (mentioned in their first application), and such uncivilized behavior, I as a normal user believe that they are not yet ready for the adminship. If they waited for a while (as a common practice) after their first unsuccessful application and improved upon it, I would have support their second application to be promoted. Currently our community is facing a technical issue that prevents content from being displayed on certain mobile browsers. This issue has already been successfully resolved on the Hebrew Wikipedia.
