Hi, There are only a handful of us trying to get the Dzongkha Wikipedia going. To get mor people interested and participating, we need to make it more attractive - by fixing the CSS, making a few simple Templates and then putting up some more useful articles. But it seems we are very limited in what can be done on our own without the necessary rights - unless there is someone with those rights we can contact who can do it for us. @Ruslik: We also would like to import a few basic templates. If either RPel or I cannot get the neccessary right to do these things. then is there someone with those rights who could help us with this?. While I appreciate and understand the need for security, there seem to be a lot of hurdles in the way of getting an underused Wikipedia for a language like Dzongkha with a very small userbase up and running. I would personally perhaps try giving Rpel for a very short temporary term, say 1 month, as opposed to regular initial 3 months. I think it would compare to people getting test admin rights on Incubator, which are limited differently but also likewise effectively have supervision from Incubator admins. But what worries me is that they haven't contributed since the beginning of November. I understand that this nomination might have been a demotivating factor, but I would really like to see them as active user for them to receive temporary rights. I also think that it would be good for CFynn to receive rights. CFynn, you can also put requests on SRM if something requiring advanced rights is required unless it is something that has to be done regularly. But as Ruslik has mentioned most of the things, like creating templates, does not require advanced rights. Importing does, but you have to configure import sources first, you can do that by following the requesting wiki configuration changes process. Or, as mentioned, CSS changes require more advanced rights of interface admin. --Base (talk) 12:35, 11 December 2021 (UTC)

Q-bit_array

Q-bit array is the German administrator of the Russian Wikipedia, who is currently its de facto dictator. Gladly blocks other Wikipedia members and restricts their freedom of action.

Some more information

Personal information He was born in the USSR, but  . He is interested in computer technology and photography. Opposes any state interference in Wikipedia affairs and the use of profanity in discussions. Equally well perceives any appeals: to "You" and "you", Mr. and comrade, name and nickname. He claims to be a polyglot and speaks Russian, German, English, French, Swedish, Norwegian, Bulgarian and Japanese. Although this is not true, but self-promotion on the part of this subject.

He is one of the administrators patrolling, rolling back, checkers and clerks of the Russian Wikipedia section. He owns two bots - OBA-bot and OBA-II-bot, with which this bot owner has a huge influence on Wikipedia.

Has a second account La_loi_et_la_justice (the correspondence content is almost the same).

Coming to Power on Wikipedia I registered on Wikipedia on October 28, 2014 (at 15:30), and an hour later I canceled the edit in the article for the first time and accused the person who made this edit of vandalism. On November 15, the administrator of Sealle assigned him the flag of the rollback without discussion, and on November 16 he applied for the status of autopatrollable and on the same day this title was awarded by bureaucrat Vladimir Solovjev.

Dictator of the Russian Wikipedia During his time at Wikipedia, he wrote only 18 articles, most of them redirects to other texts. On January 27 of the same year, he rolled back the constructive edits of a participant under the nickname "Historical Philosopher" in an article about Queen Elizabeth II of Great Britain and blocked him, accusing him of bypassing the lock. This example shows that Q-bit array does not care about the positive contribution to the development of Wikipedia. For him, the main thing is power.

On the night of March 21-22, 2020, Q-bit array again vandalized Wikipedia. Constructive edits have been removed in the following articles: Joseph Biden, Bernie Sanders, Hillary Clinton, Prince Charles, The Crown series, etc. A member of "Mister Kudrin", who entered information from the English-language Wikipedia there (there is very little information in our Wikipedia), was blocked on charges... in bypassing the lock.

In December 28, 2020, he blocked the entire range of Uzbek IP addresses 213.230.64.0/18 until January 28, 2021, depriving residents of Uzbekistan of the opportunity to edit Wikipedia.

Q-bit array is a dictatorial administrator who contributes to the stagnation of development and a significant slowdown in the growth of the Russian segment of Wikipedia. His strange and rapid career growth   led to the departure from Wikipedia of many adequate participants, bringing them to a frenzy. There is no positive encyclopedic contribution, except for the cancellation of other people's edits. Commits a lot of bot-like locks without understanding the essence of the matter. He also quickly deletes articles created, in his opinion, bypassing the block. He does not pay attention to the content of the articles, even removing constructive edits. In addition, he can block requests from other administrators without understanding the reasons for these requests.

Q-bit array very often makes vandal rollbacks, i.e. returns vandalism that was removed in full compliance with the rules. Suffers from severe paranoia, regularly and without evidence accusing anonymous participants of bypassing the lock, guided by the following principle: if someone (a completely different person) repeatedly tries to make the same edit from another IP address in a certain article, then he certainly cancels his edit and accuses him of "bypassing the lock".

He also does not like to admit his mistakes and hates criticism. If his edits are canceled, then he blocks those who did it under any pretext. In addition, he does not respond to criticism and silently removes it from his Wikipedia discussion page.

Thus,   destroys the Russian Wikipedia and the constitutional right to free access to information. In fact, freedom was eliminated in Wikipedia, and then a dictatorship and surveillance led by Q-bit array were established. He covers his actions by acting according to the policy of blocking public IP addresses.
