Stewards have right to not stop the development of Chechen Wikipedia and I think this is the main thing, not "Canvassing" as your opinion. Opinion of the user of Largest Developed section of Wikipedia, not user of section where when you just write "Russian Federation", you take the threatening letter from admin Sasan700. You know nothing about Chechen Wikipedia, how can you morally write here bad things about Umar who wants to resurrect Chechen Wikipedia from ruins. The project allready have 5 bureaucrats. As I think, all 5 are mitpuppets of one user who is inactive now. And of course it is another issue. And number of active users is not the main indicator for bureaucrats - the main thing is the number of administrators on 1 bureaucrat. Comment:I would also support this. (Note that this Meta page is on my watchlist for already about five years). The situation on ce.wp right now is that the existing sysops and bureaucrats (most likey, all of them are are in fact the same person) most of the time inactive, and when they become active, they conduct activity incompatible with the Five Pillars. I do not know about canvassing (in fact, I discussed the situation with Umar and advised him to run an RfB, but did not vote myself), but ther is no "other side" in this story. The other side would not come and vote against him, they would just stop the RfB, delete the page and block him indefinitely if they show up in the project and notice the RfB. After that he reverted editions in the article about en:Flag of Chechnya and placed flag of Chechen Republic of Ichkeria (1991-2004). This article is not about historical flag of Chechen Republic of Ichkeria, but about the present flag of Chechen Republic, and this is another mystification of current administrators. But I'm talking about something else. Dagger blocked permanently user who have 100% support at Request for adminship. With no reason (no, reason is "false information", but he doing it himself), and he done it twice.     This is how they work over there. Hello! I will say a few words about the situation. Umar Dagirov for the first time has been blocked for vandalism, which he showed publication of pornographic pictures. Then he went into the meta wiki and complained that administrators on the Chechen wikipedia do not work, and asked to put themselves administrator, for which he was blocked. Umar could not write on chechen language, in which we have seen. There is no useful changes which he made. This is a war for power corrections and the Chechen Wikipedia, started with the insidious purposes, otherwise I can not imagine. It all comes down to the fact that we are "extremists," but it is not so much about it, said one of the participants in those discussions.

I think I shall express my disagreement. Announcing a retirement is not the same as requesting the removal of the rights, which should be explicity said. I don't mean that Tlustulimu is lying but looking at the links provided I see ArnoLagrange's retirement notice but not a clear rights removal request (and since he's been a steward I doubt he didn't remember the procedure for removal of the rights). I'm not going to reverse this unless the majority of the fellow stewards agree, but this request is based on weak evidence (at least not with easy verification) and I'd have abstained from performing it as it is; and would have asked for more information. I am a sysop at Zazaki Wikipedia. I'm since the beginning of the project actively there. Xoser was virtually absent for over two years (from 03:16, 24 December 2010 to 17:30, 9 February 2013). There is a conspiracy theory against Zazas, which is operated there, is a political assimilation propaganda. The actual Kurds (like Gomada & Co.) influence our youth in order to misuse them for their own political purposes. They start with a supposedly fair voting and quit it again theirselves. Where is there in the world, something sneaky? They are not into the Zaza language (Zazaki), but they try all align with the Kurdish wherever they can. --Mirzali (talk)

He has been consistently blocking users whom he has disagreements over article content and using abusive and curse words. Hi, Ruslik. I dont know if you read all discussion. But because of Mirzali's behaviours there were nobody in the wiki and those users came currenlty. We cant say, their opinions have little value. They speak Zazaki, thats very important for us. Because, there are not many people who really speak good Zazaki. (For example, the user who supports Mirzali, user:Takabeg is not Zaza and he cant speak Zazaki. The users who will develop Zazaki wikipedia, are people as Neribij, Azadi, Xosere etc. In short people who can speak Zazaki can really develop it) All users have same right, and the point you need to see. Mirzali insults users and block them. Mirzali's last attempt was trying to block Neribij. Is this normal to insult users and block them without reason? (Btw, my own page is still protected by Mirzali. He protects my page from me? If i cant even change my own page, where is the freedom?) I hope, you respect decision of community. Btw, if you knew Zazaki language, you could see the quality of Neribij. We just dont want Mirzali as an admin. I am sorry to come up to Meta with this kind of issue. However, problems have to be addressed. The reason we don't have that many user contributions is the consistent abuse of sysop power by Mirzali. You can look at the past discussions (one of them) and you will see many examples of that. As a sysop at diq.wikipedia, I respectfully ask Mirzali to stop being harsh on users. However, his actions even in these past three days show that he is not willing to be accommodating. Hi, Quentinv57. I don't belong to any groups. I don't have any common backgrounds. When I start to contribute for Zazaki Wikipedia. There is only user there. That was User:Mirzali. Now I support him only because he is the only admin who know policies of Wikipedia. I understand some problems of Zazaki Wikipedia. I found problematic approach on both independent Zaza users and pro-Kurdish users. However, problems are too complicated and it cannot be solved by Kurdish coup d'état. My concern is primarily all about the Zazaki language. Political or personal views of other people are secondary, but if these are destructive, these are to be considered immensely. All the people who want to chase me are Kurdish nationalists. Their goal is clear. They want to have Kurdish influence and want adjust all to the Kurdish artificially. But, each language has its own grammar and rules. Zazaki is not a so-called Kurdish dialect. It is a separate language among the Iranian languages. None of these people speak or write Zazaki well. User:Takabeg as a supporter of Mirzali always claims that, Mirzali knows the policy of Wikipedia. I recommend Mirzali to learn what edit-war is. (read 3RR plz) Its not edit-war to revert your mistake once.(my contributions) User:Neribij has created a good template in Zazaki for his new article. It seems like Neribij didnt know, there is another template. But after Takabeg said, there are 2 templates to be merged, i checked both. Mirzali's template was half Zazaki-half English and not good looking. Therefore, i added Neribij's template to article. And Mirzali's template was not in use and necessary anymore. (Btw, after i said, this template is not good. Mirzali just copied Neribij's translation from template and pasted to his template, here) Takabeg always tells Mirzali to do somethings as blocking me etc. He also said to Mirzali "i didnt tell you to delete the template, i told you to merge." His skıll ıs by no means doubtable and his grammar and dialectology knowledge in Zazaki is well. We don't use any personal alphabet or any dialect from a village. Our alphabet is used since the middle of 80s and was standardized in 1992 by the periodical Ware. The objections of the other firends against mirzali are mor personal and also political motivated. Not done There are obviously two approximately equal camps of editors in this Wikipedia, who are engaged in a long lasting conflict with each other. Both camps include administrators, who do not always behave well. However removing sysop access from a user belonging to only one camp will tip the balance of power in the direction of another camp. There are many articles that only have one word and a picture, therefore qualified for deletion but there are no administrators to initiate the deletion. The user(who couldn't speak Kashmiri at all) that had created these unhelpful one-word articles had gained temporary adminship over the wiki and had the script completely altered, Although Kashmiri is also written in Sharda, it's more widely understood in Devanagari -and these major changes also need administrator access. With more thought and checking the history of the Wiki, I'll leave and continue to contribute in the script that is already set up in. For Devanagari Kashmiri, I think its best to create another Wiki for the Kashmiri in Devanagari script (like what happend with the Gurmukhi and Shahmukhi Punjabi Wikis). I am very skeptical about granting this userright. I have granted it now on about 4-5 occasions and it has not once been used. I suggest that the lifting of the account creation limit on the IP be instead pursued, tho that should have been requested with some time to spare on bugzilla. A bug is normally not responded within hours. (I have waited for months for some of them, without any response worth noting.) This userright is normally discovered to be usefull when it is to late, when the limit already has been triggered, and the Stewards are busy somewhere else. Well, the import status would of course allow uploads from XML files. However I agree that here probably it is best to give the transwiki status, as only pages from one wiki are planned to be imported.
