   Once the Development & Deployment part of PPUG is fleshed out, some of
   those sections should be linked from new questions here (most notably,
   we should have a question about avoiding depending on PyPI that links to
   https://packaging.python.org/en/latest/mirrors/)

The link https://packaging.python.org/en/latest/mirrors/ is invalid now. The quick fix is to move it to https://packaging.python.org/en/latest/guides/index-mirrors-and-caches/

Edited: I'm not sure what the doc means about avoid depending on PyPI that links to https://packaging.python.org/en/latest/mirrors/ indicate that the link is meant to be invalid or is menat be to valid but should be avoid, but after staring at it for a while I think the link should be valid (I can find it valid in the web archive in 2016)

This link was changed in 5d94134#diff-4c41c23c9e6551cba96bd7a9caf439f5786ed7c0c308d88712256a4cb02f58bbL170 where it is changed from an invalid link to a valid one. Now it's invalid, and it is supposed to be changed to the new one.

/Doc/howto/functional.rst (Optional)

https://www.defmacro.org/ramblings/fp.html: A general introduction to functional
programming that uses Java examples and has a lengthy historical introduction.

The link https://www.defmacro.org/ramblings/fp.html is moved to https://defmacro.org/2006/06/19/fp.html . Though it would autoly jump to the valid link, it's better to remove the former one IMO.
