What would you like to be added?

This issue is a follow-up to #119430 and #105025.

Currently, we have swap e2e tests. However, these tests only check that the cgroup knobs (e.g. memory.swap.max) had been configured properly.

This issue focuses on e2e tests that would actually get swap to kick in and would prove that over-committing the node is possible.

Why is this needed?
