Relates to #17432

Currently, if prebuilds for a preset continuously fail, the preset becomes hard-limited,
and no new prebuilds will be created. The only way to resume prebuilds is to create a new
template version. However, this workaround has a drawback: it forces all users to update
their workspaces to the new version.

To address this, we plan to provide an API that allows resuming prebuilds for a specific
preset without requiring a new template version.
