Create Autofill and noticed this is no longer correct

1. This part works now without the experiment, "Coder will look for URL query parameters with form param.=. This feature enables platform teams to create pre-filled template creation links."
2. The 2nd part "populate recently used parameter key-value pairs for the user" is what the experiment currently enables and I believe the plan is to remove this experiment.
