We need to include "rejectReason" as a field in ScoreAdOutput. The value of this field should be passed appropriately to where it is used. Currently the spec only mentions it in the context of private aggregation as "If the seller provided a reject reason, set bidRejectReason to that value". We should specify how it is collected, parsed, and passed around.
