Observers to the Meeting of the Parties

Rules 29 to 31 of the Rules of Procedure of the Meeting of the Parties define who may attend the public or open sessions of the Meeting of the Parties or meetings of its subsidiary bodies as an observer, without the right to vote.

State non-Party

Any Party to the WHO Framework Convention on Tobacco Control that is not Party to the Protocol, any Member State of WHO that is not a Party to the Convention, any Associate Member of WHO, or any other State that is not a Party to the Convention but that is a Member of the United Nations, or its specialized agencies or of the International Atomic Energy Agency, and any regional economic integration organization, as defined in Article 1(b) of the Convention, that is not a Party to the Protocol, may attend the public or open sessions of the Meeting of the Parties or meetings of its subsidiary bodies as an observer (Rule 29).

International intergovernmental organizations (IGOs)

As per Rule 30.1 of the Rules of Procedure, any international intergovernmental organizations are kindly invited to apply for observer status to the Meeting of the Parties to the Protocol to Eliminate Illicit Trade in Tobacco Products (MOP), taking into account the 17th and 18th preambular paragraphs as well as Article 5.3 of the WHO FCTC.

In the form of a letter addressed to the Secretariat, the application duly endorsed by the governing body of the organization concerned should be submitted to the Secretariat, through the link below, not later than 90 days before the opening of the session, according to the Rules of Procedure (Rule 30.1).

Apply for observer status to the MOP* by 29 August 2023


(only applications submitted through the link will be considered)

After this deadline no application will be considered during the MOP3 session.


* In accordance with the Rules of Procedure, the Bureau of the MOP will review the applications and submit its recommendations to the MOP for final decision on granting the observer status.

 

International and regional nongovernmental organizations (NGOs)

As per Rule 31.1 of the Rules of Procedure, any international and regional nongovernmental organizations are kindly invited to apply for observer status to the Meeting of the Parties to the Protocol to Eliminate Illicit Trade in Tobacco Products (MOP). Taking into account the 17th and 18th preambular paragraphs as well as Article 5.3 of the of the WHO FCTC. Such applications should be submitted to the Secretariat, through the link below, not later than 90 days before the opening of the session, according to the Rules of Procedure.

NGOs reports

The Meeting of the Parties shall review the accreditation of each NGO at any of its regular sessions and thus determine the desirability of maintaining its observer status. (Rule 31.2).

Deadline for reports submission at the latest six months before the opening of the MOP session.
