On Windows 7, if a Firefox update is ready to install, the Firefox updater will ask the Guest user to enter administrator credentials every time Guest launches Firefox

Did you mean to set this to Windows Phone 7?

We used to have checks to prevent the update from even being downloaded as a guest user. Just to verify, you are able to download the update as a guest user?
