Enabling or disabling image.webp.enabled shouldn't require quitting and restarting Firefox.

User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.14; rv:109.0) Gecko/20100101 Firefox/113.0
Steps to reproduce:
Tried to save an image to view it.
It was webp, so I turned image.webp.enabled to ffalse, and reloaded the page.
Actual results:
I had to quit and restart Firefox to download the image.
Expected results:
It should be enough if users change the about:config setting and then reload the page.

I am not able to reproduce the issue on Mac 12.6 using FF build 113.0.
Can you please attach the imagine with the problem? Also does this also happen with a new and empty profile? See https://support.mozilla.org/en-US/kb/troubleshoot-and-diagnose-firefox-problems#w_6-create-a-new-firefox-profile. Thank you.
It's working now. I don't know why it wasn't working before.
