Consensus agreement that resources should be gated on CORS, not TAO. Fetch changes that impact resource timing.

Note that the patch in bug 1800443 has changed Encoded/DecodedBodySize to be gated by CORS, but there are still some test-failures related to necko not actually passing in the sizes to the performance timing code, as noted here. Rather than closing this bug, we might want to alter it to make it about figuring out those test-failures.
