Steps to reproduce:

We deploy firefox to all our clients as a default application initially.
We use the auto update feature with the background updater.

Actual results:

Not every user work with the firefox application. So it happens that the browser will be never started.
The results are multiple outdated firefox browser versions, because the auto update with the background updater works only if firefox was started one time.
This could be a security issue.

Expected results:

The Background updater should update firefox even without profile and the one-time start dependency.

The Bugbug bot thinks this bug should belong to the 'Toolkit::Application Update' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
