Steps to reproduce:

1. Use Firefox Nightly.,
2. Wait until update is available. 
3. Start add-on debugger in about:debugging.


Actual results:

See updateinstall.png: Firefox installs updates for itself.


Expected results:

I guess it should not update in this case. First, when the Firefox instance is still open, I guess it may result in files not being writable and thus cause update failures.
Secondly it is unexpected for the user.
And thirdly, the user/dev needs to wait for this in a very unexpected time, so it should not be done at that time.

I manage to reproduce this issue on Ubuntu 16.04 x64 with Firefox Nightly 63.0a1 (2018-08-01) (64-bit).
