[Steps to reproduce]:
1.Launch Nightly 55.0a1 with a new profile
2.Navigate to https://i.imgur.com/SAl5B1a.gif
3.Wait until the animation stops
4.Reload tab

[Expected result]:
The tab should be reloaded and the animation should start again

[Actual result]:
The animation is not playing
How we handle finite length gifs doesn't follow expectations in many cases, it's been that way for a long time, there are probably old bugs on this.
