When a user who is not an administrator runs the stub installer, or an administrator cancels out of the UAC prompt, we change the default install path to the user's AppData directory, so that they can still run the installation without having the ability to write to Program Files. But we do this in such a way that the function which compiles the ping data thinks that the default install path was overruled by the user. This means the default path field of the ping is meaningless if the admin user field is false.
