Decode-on-draw-only and downscale-during-decode can create issues for web content that doesn't expect them. This bug will track hints and hacks that we introduce to mitigate those issues.

In the long term I'm expecting that we end up with a simple set of heuristics and perhaps a will-change hint or something similar, but it's going to take a while to get to that point, and we'll need some spot fixes and hacks in the short term.

We'll track those hacks and spot fixes on this metabug, so we have a central list of them and can consider removing them once we have better solutions.
