EDGAR Next—Improving Filer Access and Account Management

Sept. 8, 2023

EDGAR Filers: Understand and Prepare for EDGAR Next

The SEC adopted changes to EDGAR filer access and account management (“EDGAR Next”) on September 27, 2024.

From September 30, 2024 through March 21, 2025, filers will be able to prepare for enrollment, and a Beta environment will be available for testing. Enrollment begins March 24, 2025.

The EDGAR Business Office (EBO) is available to help you understand, prepare, and make the transition to EDGAR Next.

Transition to EDGAR Next

  1. Prepare, September 30, 2024: Filers prepare for EDGAR Next changes; Adopting Beta available.

    • Adopting Beta opens September 30, 2024, reflecting Beta versions of the EDGAR Filer Management website and the dashboard.
    • Testers must possess individual account credentials from Login.gov to log into the dashboard. The email used for Login.gov credentials must correspond to the email the person will use in connection with EDGAR when the EDGAR Next changes are effective.
    • Testers complete and submit “test” amended Form IDs in the Adopting Beta to create fictional test accounts.
    • Beta versions of all optional application programming interfaces (APIs) will be available for testing and connection in the Adopting Beta. See the Overview of EDGAR APIs(PDF).
    • Filers may develop connections to APIs and adjust any internal filing applications. Consult the API Development Toolkit.
    • Adopting Beta will reflect the two legacy EDGAR filing websites (EDGAR Online Forms and EDGAR Filing) with the current submission process.  Until September 12, 2025, filers will continue to make submissions on those websites according to current EDGAR process.  On March 24, 2025, the Beta will be updated to reflect filing as it would occur after the compliance date.
    • Filers gather information needed to enroll, including their CIK, CCC and passphrase. Filers who have lost their passphrase can reset it. Consult EBO's Reset Your EDGAR passphrase, EDGAR POC email (PDF) for step-by-step help.
    • Filers must also be prepared to name the person who will enroll them, and to provide information about the persons whom they will authorize as account administrators during enrollment. Filers may further wish to coordinate with their filing agents and other representatives about delegation and identify the persons whom they will authorize as technical administrators (if they will connect to APIs).
  2. Enroll, March 24, 2025: The new EDGAR Filer Management website including dashboard goes live; filers may enroll in EDGAR Next on the dashboard; and new filers must apply for EDGAR access on amended Form ID on dashboard.

    • The new EDGAR Filer Management website including the dashboard will go live and will require Login.gov individual account credentials for login.
    • Testers must possess individual account credentials from Login.gov to log into the dashboard. The email used for Login.gov credentials must match the email the person intends to use for EDGAR. The Login.gov credentials created are not test credentials—they will remain valid, therefore, consider creating credentials that will be used for EDGAR in the future when the EDGAR Next changes are effective. Moreover, consider providing to Login.gov a different email address than that used for personal purposes because EDGAR uses the email address provided to Login.gov for identification and notification, and the email address is visible to others on the EDGAR Filer Management Dashboard.
    • Existing filers must enroll on the dashboard.
    • New filers (and filers who are unable to enroll because they cannot obtain the necessary information) must complete and submit the amended Form ID on the dashboard to apply for access to EDGAR. Prior versions of Form ID will be ineffective. If Commission staff grant the amended Form ID application, the filer will be in compliance with the EDGAR Next changes, and thus will not be required to subsequently enroll on the dashboard.
    • APIs will go live and be available to filers (a) enrolled in EDGAR Next, or (b) whose amended Form ID applications submitted on or after March 24, 2025 have been granted by SEC staff.
    • Filers will continue to make submissions on the legacy EDGAR filing websites using the current EDGAR process (until September 12, 2025).
    • ABSCOMP submissions will be made through the dashboard.  The “Retrieve/Edit Data” section of the EDGAR Filing website will no longer be available. ABSCOMP filers should consult EBO Information for Filers, EDGAR Next and ABS Issuing Entities [link forthcoming].
    • The Adopting Beta will remain open and be updated to reflect the two EDGAR filing websites, which will be available on the compliance date to enable filers to prepare for compliance with EDGAR Next.
  3. Comply, September 15, 2025: Filers must comply with all EDGAR Next rule and form amendments.

    • Access to EDGAR Online Forms and EDGAR Filing websites will require Login.gov individual account credentials and completion of multifactor authentication.
    • Filers must comply with all requirements of Rule 10 and the EDGAR Filer Manual to file.
    • Legacy EDGAR access codes (password, passphrase, and PMAC) will be deactivated for filing, but will remain available until December 19, 2025 to allow any filers that have not enrolled by the compliance date to reset needed codes and submit their enrollment.
    • Between September 15, 2025 and December 19, 2025, filers who have not enrolled and need to make a filing may enroll on the dashboard.
    • The Adopting Beta will remain open.
  4. Enrollment ends at 10:00 p.m. on December 19, 2025. Any filers who have not enrolled by that time will be required to submit the amended Form ID to apply for access to make submissions on their EDGAR accounts.

EDGAR Next Adopting Beta

Access the EDGAR Next Adopting Beta environment. You will be redirected to the landing page of the Beta EDGAR Filer Management website.

Obtain individual account credentials from Login.gov by selecting “Sign-in with Login.gov” on the homepage of the Beta EDGAR Filer Management website. You will be redirected to Login.gov to create credentials.

Login.gov individual account credentials created to test on the EDGAR Next Adopting Beta are actual Login.gov credentials that will persist and may be used to log into EDGAR during enrollment and thereafter when EDGAR Next compliance is required. Please use your real name and a valid email address that you will associate with your EDGAR account going forward to create the individual account credentials.

After obtaining individual account credentials from Login.gov, you will be redirected to the Adopting Beta to begin testing.

You must complete and submit a test amended Form ID as a new filer to obtain a test Central Index Key (CIK) account number for testing in the Adopting Beta. If you need assistance, follow the step-by-step instructions provided in the EDGAR Next Filer Testing Guidance (PDF).

EDGAR Next Filer Testing Guidance (PDF) is available as a courtesy to help filers test in the Adopting Beta. The guidance provides information about testing in the Beta environment and gives step-by-step guidance about testing different functions on the dashboard.

Testers should submit only fictional data on the EDGAR Next Adopting Beta. Do not submit any sensitive personally identifiable information (sensitive PII) or information that you may wish to keep confidential. For creation of Login.gov individual account credentials, however, testers should use their real name and a valid email address that they intend to be linked with their EDGAR account going forward.

To report technical bugs encountered in the Adopting Beta, please complete the online form provided in the Adopting Beta, describing the issue with as much information as possible.

Technical specifications for each of the APIs, as well as sample code, are being provided by SEC staff in the API Development Toolkit

Please also refer to the EDGAR Next Adopting Beta release notes for bug fixes and subsequent development releases for the Beta environment.
