HMICFRS have now published their report in respect of group-based child sexual exploitation, commonly described as grooming gangs. What is disappointing, is that the terms of reference were limited to CSE and that there was no consideration of policing responses to circumstances where adults (in particular those with LD or other cognitive impairment) are targeted by these gangs. Be keen to hear the experiences of others but I often find that group-based sexual exploitation of adults at risk is treated as a #safeguarding (or #CourtOfProtection) issue rather than a matter for the police. A Freedom of Information request revealed that just 3.6% of recorded offences in the West Midlands resulted in a charge or summons, compared to 13.6% in 2016. The figures also showed a rise in the number of victims withdrawing from prosecutions or not supporting police investigations. London’s Victims’ Commissioner, Claire Waxman, called for urgent action to combat falling charge rates and highlighted the need for more trauma-informed training for police and the Crown Prosecution Service (CPS). There is also a lengthy wait for court dates, with victims waiting up to five years for cases to come to court. Ms. Waxman is also advocating for a Victim Care Hub to prevent unnecessary delays.
