EMPLOYMENT RESEARCH BRIEF: DECEMBER 2023 Non-cyclical and strike-impacted sectors log modest job creation. Last month welcomed 199,000 new positions as the labor market continued to exhibit resilience. Still, November’s headline number fell a fair bit below the trailing 12-month average of 240,000 roles as hiring velocity slows. While the overall growth eased back, hiring was still aggressive in non-cyclical sectors like health care and government, as well as in industries affected by recent labor disruptions, like manufacturing. Health care led in hiring last month with an above-average 77,000 added jobs. The 30,000 new positions in motor vehicles and parts manufacturing largely reflected the return of workers from strikes.

Clearly what gets reported in the daily microcosm is actually part of a monumental shift in work, jobs and qualifications. This is an unprecedented historical economic shift where people are increasingly needed with skills in jobs that cannot be automated. History will record this period in post-industrial America as one where specific know-how is needed across the economy and in government, providing returns that exceed the generic college degree. Yet all the pundits, workforce gurus, education systems and employers are not moving the needle in re-characterizing the response. More money to the regions to shift people to skills-based certification will not solve the problems fast enough without specific technology and support for innovation. Innovation in "human capital infrastructure" needs to evolve to organize the chain of institutions, agencies, economic development organizations and nonprofit to service labor-shortage and labor-type problems like other large-scale infrastructure issues - roads and bridges, power grid, water regulation, emergency climate response and healthcare. This human capital infrastructure needs to start the re-orientation of about jobs, carers, college and work in schools. In fact, this is one of the key things schools should be doing today and doing beyond a handful of CTE programs. Growing future employees regionally is the best hedge against the labor shortage churn. What’s crazy is that according to a 2024 report from the US Chamber of Commerce, companies across nearly every state are facing unprecedented challenges trying to find enough workers to fill open jobs (9.5 million job openings but only 6.5 million unemployed workers!) Yet at rocket50, we hear every day how difficult it is for highly qualified candiates with years of experience to get a job!! From the Learning and Work Institute this month, an arresting figure, as the latest ONS labour force data shows 1.8 million people want a job. The chart below shows that whilst job vacancies have dipped a little since January, there are still close to 1 million jobs left unfilled, with high numbers of economically inactive people wanting a job. We are convinced that with better and more targeted support, led by social housing and in partnership with other local organisations, more could be done to support people into meaningful, lasting employment.
