Withholding & Analysis Engineer

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The NYISO’s Market Mitigation and Analysis department invites applications for a full-time Withholding & Analysis Engineer.

A successful candidate will perform and provide analysis on power market performance, trends, efficiency and competitiveness in the New York State energy and capacity markets through studies, periodic reporting, and audits. This includes performing analysis of NYISO markets to identify conduct inconsistent with competitive behavior, trends in market prices and behaviors, and potential market design improvements.

Provide support to other NYISO departments such as Planning, Operations and Settlements leveraging knowledge in NYISO markets, commodity markets, and market power mitigation measures to solve issues and inefficiencies.

Perform market reruns as necessary to understand system outcomes and investigate market power and/or market power concerns.

Maintain and develop new tools to investigate bid behavior and patterns using innovative technology such as machine learning and artificial intelligence, to enhance the visualization analysis capabilities for the MMA team when handling extensive data sets.

ESSENTIAL DUTIES And RESPONSIBILITIES

  • Develop proficiency in all relevant areas of the NYISO Markets.
  • Perform analysis of complex data and conditions of generators and other relevant systems including the analysis of generator and market data and produce reports and the findings.
  • Write requests to Market Participants and attend teleconferences to perform due diligence on project costs, financial parameters, and modeling assumptions.
  • Draft written reports documenting financial evaluation results and due diligence efforts.
  • Develop and coordinate implementation of department compliance program, ensuring compliance through documentation and updating of key processes and procedures, well understood controls, and clear accountability.
  • Produce short-term and long-term market studies in areas such as energy, ancillary service, virtual bidding, external transactions, load, transmission, and Transmission Congestion Contract (TCC) for review by department and senior NYISO management, members of the NYISO Board of Directors, market participants and regulators.
  • Analyze data using simulation, analysis tools, and statistical analysis to study changes in market design, trends, competitive structure, market power and other topics as assigned.
  • Review, analyze and provide early notification of market issues to Market Mitigation & Analysis management.
  • Participate in inquiries of external and internal issues. These include investigating claims of the exercise of market power and potential Tariff violations and may include close work with the NYISO General Counsel Office, other NYISO department and/or regulatory agencies.
  • Produce written reports explaining issues and findings.
  • Communicate results of analysis/studies to technical and non-technical audiences.
  • Respond timely to customer inquiries as assigned.
  • Perform Market Mitigation and Analysis (“MMA”) procedures including but not limited to uneconomic overproduction, economic withholding, physical withholding, auction validation.
  • Work on projects collaboratively with the team and other departments.
  • Compile data necessary for reporting requests as well as potential presentation to market participants via committee/working group meeting.
  • Initiate contact with market participants on a regular basis on market participant behaviors and market outcomes.

Qualifications include:

  • Bachelor's Degree in Mechanical, Electrical, Computer Science, Industrial Organization or Power Systems Engineering; or equivalent combination of education, training and experience. Master’s degree (MA, MS) preferred, or equivalent combination of education, training and experience
  • Three to five years related industry experience in energy, utilities, or an analytical discipline, including experience with market performance, power system operation and planning, regulatory policy analysis preferred;
  • Experience conducting engineering studies and/or energy market related analysis;
  • Experience with statistical analysis, econometrics, large data sets, computer modeling and the analysis of electrical markets.
  • Preferred: experience with applying artificial intelligence and machine learning to analyze energy datasets

Additional Requirements

  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write routine reports and correspondence. Ability to effectively present information to management and before groups.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
  • Intermediate competency in Windows operating environment using MS Office applications, e-mail, and internet programs.
  • Working knowledge of market optimization tools or programming tools such as SQL, Matlab, Python, R studio, SAS, VBA, AMPL, etc.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to talk or hear.  The employee frequently is required to stand, walk, sit and use hands to perform routine office tasks.  The employee is occasionally required to reach with hands and arms.  The employee must occasionally lift and/or move up to 15 pounds. WORK ENVIRONMENT

The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
