Traffic (Transportation) Engineer II, III, or IV - Design Division - Austin, TX

T ransportation Engineer II:

Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.

T ransportation Engineer III:

Performs [advanced] and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

T ransportation Engineer IV:

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer II, III:

  • Acts in an advisory capacity and answers technical questions regarding highway capacity analysis, traffic simulation and safety modeling and analysis and intersection/interchange analysis/evaluation to support project development.
  • Assists in the development, publishing, and delivery of technical training and guidance to project personnel.
  • Coordinates on design schematics, assists with traffic and safety studies, and reviews in-house and consultant-developed traffic simulation, safety analyses, and intersection/interchange projects.
  • Coordinates traffic engineering studies and traffic counts.
  • Drives/travels to project/work locations to make on-site engineering reviews, and analyses, and to provide technical support.
  • Performs and reviews conceptual design, capacity analyses, traffic simulations, and safety analyses associated with Interstate Access Justification Reports,
  • Design Exceptions, alternative analysis, and other processes in support of preliminary and final design.
  • Provides traffic engineering support for districts in project development.
  • Utilizes project management principles in initiating, planning, executing, monitoring, controlling, and closing transportation projects.
  • Performs other job responsibilities as assigned.

Transportation Engineer IV:

All the Above and:

  • Makes presentations and represents TxDOT.
  • Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, monitors consultants' progress and work quality, checks invoices and associated documents, prepares supplemental agreements, monitors the consultant's compliance with the terms of the contract, as the consultant project manager.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Transportation Engineer II:

Experience:

  • 5 years engineering, transportation engineering, or related engineering experience
  • Experience can be satisfied by full-time or prorated part-time equivalent.
  • Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Transportation Engineer III:

Experience:

  • 6 years engineering, transportation engineering, or related engineering experience
  • Experience can be satisfied by full-time or prorated part-time equivalent.
  • Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Transportation Engineer IV:

Experience:

  • 7 years engineering, transportation engineering, or related engineering experience
  • Experience can be satisfied by full-time or prorated part-time equivalent.
  • Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Safety impact Certificate
  • Professional engineers licensed in another statein the United States,but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Preferred Qualifications: Professional Traffic Operation Engineer (PTOE)

Competencies:

Transportation Engineer II, III:

  • Communicate effectively
  • Geometric design relationships to traffic operations
  • Applicable engineering applications and methods to support efficient planning and design activities, and project decision-making, such as AASHTO Green Book, Roadway Design Manual, Highway Safety Manual (HSM) Highway Capacity Manual (HCM), and other applicable engineering, traffic
  • simulation and safety analysis programs.
  • Applicable laws, rules, and regulations
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support project objectives and goals

Transportation Engineer IV:

All the Above and:

  • Planning, coordinating, and handling multiple projects within area of responsibility to meet short and long term deadlines

Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Balancing-walking, standing, crouching on various surfaces without falling
  • Standing-prolonged periods of time
  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels;receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Close Visual Acuity-work includes visual inspection of small defects/parts
  • Visual Acuity-determine work quality/make general observations of facilities/structures
