About the Position: Works under a Branch Chief who provides very general supervision. Serves as a supervisor responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of major projects. Applies an extensive knowledge of management concepts, principles, methods and practices as well as knowledge of methods, practices and processes of engineering and science disciplines.

Duties

  • Serves as Supervisor and Senior Project Manager (SPM).
  • Supervise, manage, and lead a team of Project Managers; assign and track workload; and mentor and coach employees.
  • Identify and complete hiring actions to fill key vacancies and plan for employee career progression.
  • Execute and deliver Civil Works projects across business lines: Coastal Storm Risk Management; Flood Risk Management; Navigation; and Ecosystem Restoration.
  • Execute and deliver projects across multiple phases: feasibility studies; preconstruction engineering and design; and construction.
  • Execute and deliver assigned projects in accordance with Project Delivery Business Process.
  • Oversees the preparation of project documents: issue papers; justification sheets; cost estimates; project partnership agreements; Congressional Member Fact Sheets; and Draft Authorization Language.
  • Provide briefs and participate in meetings with senior leadership at various levels both within and external to U.S. Army Corps of Engineers (USACE).
  • Develop, defend, and execute the budget for assigned projects including developing work packages and supporting documentation, and promptly responding to data calls for annual budget and supplemental funding.
  • Execute projects with various funding (annual and supplemental) ensuring applicable policy and guidance is followed.

SPECIALIZED EXPERIENCE FOR THE GS-13: One year of specialized experience which includes 1) Coordinating the planning, development, design, construction, and direction of major civil works projects AND 2) Reviewing and approving to accomplish project objectives AND 3) Leading the activities of interdisciplinary project delivery teams for effective project implementation with responsibility from preliminary plans, through design, acquisition, construction and final inspection and close-out of completed work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-13 you must have 52 weeks at the GS-12 level.

With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
