  • Undertakes diverse, variable, and intricate assignments under the supervision of the contracting officer representative. Functions as a contributing specialist on significant projects or independently handles smaller-scale tasks.
  • Utilizes extensive experience and advanced technical knowledge of economic theory and statistical methodologies to conduct regulatory impact analyses, economic analyses, and benefit-cost analyses pertaining to proposed and finalized regulations or other overarching policy initiatives in alignment with organizational policies, objectives, and priorities.
  • Provides subject matter expertise to ensure compliance with legal and analytical requirements mandated by statutes such as the Administrative Procedure Act, Regulatory Flexibility Act, Paperwork Reduction Act, Unfunded Mandates Reform Act, Executive Order 12866 Regulatory Planning and Review, and OMB Circular A-4.
  • Formulates strategies, methodologies, and statistical data to support regulatory impact analyses for rulemaking initiatives aimed at advancing organizational mission. Innovates economic methods, techniques, and models to enhance the quality of regulatory and economic analyses pertaining to organizational policies.
  • Contributes to the development of management and technical reports, effectively communicating the comprehensive outcomes of projects or work activities.
  • Communicates complex quantitative concepts and methodologies related to programs and policies through written materials and face-to-face briefings, tailored for both senior policy officials and non-technical audiences.
  • Potentially serves as the subject matter expert on key economic aspects within interdisciplinary rulemaking workgroups and committees.
  • Coordinates outreach efforts and designs surveys in compliance with relevant regulations to collect data and insights on potential impacts.
  • Independently resolves all but unique technical challenges without managerial intervention or the assistance of more experienced technical specialists.
  • Identifies, develops, and recommends techniques to address problematic scenarios, actively participating in the development of process enhancements, protocols, and templates for regulatory analyses.
  • Collaborates with relevant governmental personnel, federal and state agencies, and other stakeholders as necessary.

Education And Qualifications

Minimum educational requirement comprises a master's degree from an accredited institution, combined with three years of specialized experience in economic analysis and regulatory impact analysis equivalent to the GS-14 level in the Federal Government
