Special Education Supervisor

Title: Special Education Supervisor-225 day

Qualifications

  • Master’s Degree in special education or educational administration/ leadership or supervision; demonstrated familiarity with special education law and regulations
  • Experience in the areas of (a) special education services and (b) supervision of staff
  • Broad knowledge of state and federal special education laws, regulations, procedures and reporting requirements
  • Demonstrated ability to effectively administer special education programs and to work with parents, community groups and agencies
  • Strong leadership and communication skills
  • Required criminal background check
  • Meets USCIS I-9 Employment Eligibility Verification
  • Valid Ohio License

Reports To: Superintendent

Job Goal: To provide leadership and direction to enable students with special education services to benefit from their educational opportunities to the fullest by eliminating or ameliorating barriers that interfere with student learning.

To provide current information to districts about policy and law mandates that affect special education services.

Performance Responsibilities

Provides leadership in the development of the district’s special education program; coordinates and supervises related activities and services. Evaluates existing programs and makes recommendations for improvements.

  • Assumes responsibility (at district’s discretion) for the support, supervision and evaluation of certified and noncertified special education staff.
  • Keeps informed of all legal requirements governing special education, keeps staff informed of legal requirements and ensures that all requirements under administrative code, state/federal law and board policy are met.
  • Collaborates and coordinates with Director and/or Superintendent/Designee regarding schedules, class rosters, calendars, etc. for final approval on or before the beginning of the school year.
  • Recommends policies and programs essential to the needs of children with special needs.
  • Adheres to procedures for identification, evaluation, placement and re-evaluation of students in need of special education and/or related services.
  • Supervises and coordinates the activities of the IEP team members and ensures the placement of individual students with special needs in those educational situations best suited to their needs and in the least restrictive environment.
  • Supervises and coordinates home instruction for homebound or hospitalized special education pupils.
  • Conduct home visits, as necessary.
  • Writes or coordinates the writing of 504 plans and conducts 504 meetings (district’s discretion).
  • Assumes responsibility for compliance with regulations regarding special education programs.
  • Oversees the development and effective delivery of the district’s special education program, including the development and maintenance of the cumulative records of students receiving special services.
  • Initiates, facilitates and maintains liaison with community agencies and other resources to meet pupils’ special needs. Refers parent and child to agencies when appropriate.
  • Interprets the objectives of the district’s special education program to parents, students, staff and the community.
  • Collaborates with building principal to plan, coordinate and evaluate the special services program and to evaluate the performance of special education staff assigned to each school.
  • Participates in the development and implementation of in-service and training programs.
  • Makes budget and staffing recommendations.
  • Attends IEP team meetings and assumes responsibility for the preparation and timely submission of all required data, documents and reports, in order to assure district compliance with legal requirements and EMIS reporting.
  • Assist with student transition and placement meetings.
  • Acts as the District Representative in the IEP process (district’s discretion).
  • Works with the transportation supervisor to arrange transportation of students with disabilities.
  • Attends and provides support at all manifestation determination team meetings.
  • Assist with the collection of data needed for local, state, and federal reports.
  • Complies with policies and procedures established by the Fairfield County ESC and the Licensure Code of Professional Conduct for Ohio Educators.
  • Attend meetings, workshops, and in-services as required by Director or Superintendent/Designee.
  • Assist in the recruitment of qualified special education personnel for the teaching areas assigned, when requested by Director/Superintendent assist in the interviewing and recommendation process for employment.

  • Performs other tasks and assumes responsibilities as the Superintendent directs.

Additional Working Conditions

  • Occasional exposure to blood, bodily fluids, and tissue.
  • Occasional operation of vehicle under inclement weather conditions
  • Occasional alternative/flexible hours/days.
  • Occasional travel.
  • Occasional interruption of duties by staff and/or telephone.
  • Occasional interaction with aggressive, disruptive, and unruly children, and may have to assist with behavior modification.
  • Occasionally required to assist and lift children with mobility and physical needs, and occasionally assist with getting children on and off transportation vehicles.
  • Supplemental contracts or compensation may be awarded by the district for additional duties and responsibilities, at their discretion.
