Duties

At the full performance level, the primary duties of this position are:-

  • Serves as a member of an armed tactical response element
  • Participates in training to develop requisite skill sets necessary for the defense of National Critical Infrastructure.
  • Secures physical security perimeters.
  • Visually and physically inspects vehicles and passengers at the Glen Canyon Field Office.
  • Enforces applicable rules and regulations governing vehicle use, parking, building or other facility access.

Physical Demands: Work is physically demanding and may require the employee to be on continuous foot patrol during a 12-hour shift. On a regular and recurring basis considerable and strenuous physical exertion such as frequent climbing of multiple flights of stairs, lifting objects over 75 pounds, etc. Employee may have to defend oneself or others against a physical attack. When performing duties, the employee may be required to rappel off structures, climb ladders, etc.

Work Environment: Performance of duties regularly involves exposure to moderate discomforts and unpleasantness such as working in adverse weather conditions or in confined spaces. Sufficient protective measures and gear are provided to mitigate potential dangers. As a continuing part of the position the employee trains for situations which involve high risk of exposure to potentially dangerous situations or unusual environmental stresses that require a range of safety and other precautions (e.g., subject to possible physical or terrorist attack and similar situations that cannot be controlled) but these situations are not a regular and recurring part of the position.

You must be a U.S. Citizen or U.S. National.

You must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on government and public roads. Failure to maintain a valid State Driver's License at all times will result in removal from the position.

You will be required to wear the Reclamation issued uniform while working.

You will be required to obtain a successful pre-employment physical examination by a licensed physician certifying your ability to perform the duties of this position. A physical exam may not be required if a comparable agency approved examination was performed within the last 12 months. The cost of the exam will be reimbursed by the agency.

You will be required to submit to a urinalysis to screen for illegal drug use prior to appointment as a condition of employment. This position is also subject to random drug testing.

Applicants initially appointed to a term position must serve a trial period.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-06, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated specialized experience at this level is defined as: Experience serving as a guard for a fixed or mobile patrol post; monitoring operations of a security monitoring and display system or utilizing protection systems to prevent access to unauthorized individuals.

To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to at least the GS-06 in Federal service. Specialized experience at this level is defined as: In addition to the GS-06 specialized experience listed above, you must also have experience working with Federal, State, municipal, local, or private protective organizations that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. Acceptable experience includes service in the Armed Services or Coast Guard that involved the performance of guard duties on a regular or intermittent basis.

Applicants who do not meet the definition of specialized experience will be determined as not qualified and will be ineligible for consideration.

All Security Guard Personnel Hired For The Bureau Of Reclamation (BOR) must Meet All The Following Mandatory Conditions Of Employment For The Position. If An Employee Cannot Meet The Requirements Imposed By The Agency, The Employee Will Be Removed From Federal Service. The Conditions Of Employment Are As Follows:

BOR Security Guard Academy: Employee must successfully complete an intensive 8-10-week basic training conducted at Grand Coulee, Washington. The training provides the employee with defensive tactic skills and knowledge in order to protect government property, employees and visitors on project lands, and fellow security team members; handgun and rifle training and qualification; hand-to-hand combat training; and planning and preparing appropriate reactions to a variety of situations in a fighting environment. These sessions and subjects require mental and physical proficiency. Each session builds on the previous instruction, and periodic tests are administered throughout the sessions. Each test must be passed to continue to the next phase of training, and failure to satisfactorily complete a training session will lead to removal from federal service. The above-mentioned tests include both classroom instruction and a personal demonstration of his/her proficiency in the material taught, which includes at a minimum, demonstration of various falls, maneuvers and techniques of defensive tactics, including manual manipulation of various tools, i.e., expandable batons, loading, unloading and clearing malfunctions in rifles and pistols. Firearms proficiency is demonstrated by attaining a certain score in a live fire qualification environment, and by performance in individual and team tactics as demonstrated in live fire and movement drills.

Pre-Employment Screening (PEB) Criteria: All candidates who meet the minimum qualification requirements will be required to complete pre-employment screening which includes a physical fitness test. Failure to complete and successfully meet the fitness standards, for duty requirements, will result in loss of consideration. The results of the pre-employment physical fitness testing will ONLY be used for the purpose of qualifying applicants for the Security Guard posted under this announcement. The results of this pre-screening fitness testing will NOT impact an applicant's current, required, physical fitness results of record and will have no effect on their current position (if currently employed in the Glen Canyon Security Response Force).

Physical Fitness Standards. Prior to hiring and throughout service as a BOR Security Guard, the Employment Physical Training (PT) test must be passed by performing the following: SRF Physical Fitness Procedures Video Physical Training Requirements

All applicants are required to complete all 4 categories and achieve a combined score of 100 points or higher. The same criteria will be used for all ages and genders.: Security Response Force Testing Requirements and Scoring Information: Testing and Scoring Requirements

FAILURE TO DEMONSTRATE SUCCESSFUL COMPLETION OF ALL AREAS OF THE PRE-EMPLOYMENT SCREENING (PEB) WILL RESULT IN DISQUALIFICATION. APPLICANTS WHO MEET THE MINIMUM QUALIFICATION REQUIREMENTS WILL BE CONTACTED AFTER THE CLOSING DATE OF THE ANNOUNCEMENT AND ASKED TO PROVIDE VIDEO EVIDENCE OF SUCCESSFUL COMPLETION OF THE PRE-EMPLOYMENT SCREENING STANDARDS. FURTHER INSTRUCTION ON HOW TO COMPLETE THIS REQUIREMENT WILL BE PROVIDED TO THOSE APPLICANTS AT A LATER DATE.

At the end of the first year of employment and every year thereafter, the employee will be required to successfully pass all segments of the Employment PT test, the requirements are listed above. If the employee does not initially pass any part of the annual test, they will be given 60 additional days to successfully pass all segments of the test. If the employee cannot pass any part of the test during the annual test, they will be removed from federal service.

This position requires carrying and using firearms. To be able to meet this requirement, the Lautenberg Amendment requires that incumbents may not have any convictions of domestic violence and therefore the applicant will be required to certify that they have no convictions. This information will be verified through the Public Trust Background Investigation.

Firearm Proficiency. Upon completion of the intensive basic training, the employee must meet marksmanship standards. In addition, the employee must successfully pass the annual firearms proficiency test. If the employee fails to demonstrate firearm proficiency initially or upon re-certification, they will be removed from the position.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating and selection procedures will be used to evaluate applications from this announcement. If an applicant meets the basic qualification requirements, his/her on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of his/her experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100. The Category Rating Process does not add veterans' preference points or apply the "rule of three" but protects the rights of Veterans by placing them ahead of non-preference eligibles within each quality category. For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.

Phase 1: Applicant resumes will be reviewed by HR to ensure they meet the basic qualification requirements (see definition of specialized experience).Applicants who meet basic qualifications and score at least a 70 on the initial phase, will continue to the second phase and be given an interim score based on the applicant assessment questionnaire, which will take the applicant approximately 30 minutes to complete when initially applying. With information received from the applicant assessment questionnaire in the first phase, applicant's will be evaluated on the competencies listed above.

Phase 2: Applicants who are found to meet basic qualifications will move on to the PT test. The requirements for the PT test are defined under. Applicant's will be evaluated on their Agility and Physical Strength. If the applicant passes all areas of the PT test they continue on to the third phase. There will be no exceptions or substitutions for the PT test.

Phase 3: Candidates who pass the second phase will be given a final score from the first phase. Those candidates who score as best qualified (Category A) will be referred to the selecting official for consideration.
