I. Description Of Services
Texas Health and Human Services Commission requires the services of 1 Project Manager 2, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 2, Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

3- 7 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Minimum of three (3) years of progressive broad-based information systems, system integration and project delivery experience. Experience working with external vendors and/or Quality Assurance efforts a plus.

Additional Job Details And Special Considerations
This is a Project Manager role for Administrative Applications. Implements standard project management industry practices for Agile Teams. Understands the PMI framework as well as how to establish a project organization and methodology within Agile (Scrum) organizations. Understands business and technical objectives of a project and works closely with multiple key project stakeholders. Communicates to clients and IT teams. Creates project charters, work plans, and other related project artifacts, as necessary. Provides technical support both during work hours and on-call, as necessary. Be able to comprehend and communicate complex technical designs and implementations as well as complex business processes. Develops and makes presentations as required to leadership and oversight entities. Serves in an analyst capacity as required. Sometimes on-call support may be required depending on the project phase.
The Worker will need to perform the following tasks and assignments:
Overseeing design and development work
Managing the project with feature-driven Agile methodology, overseeing, and tracking development progress, and ensuring project assignments and progress align with project timelines
Developing and managing project plans
Documenting risks, issues, and contingency plans; ensuring resolution of issues and removal of project barriers
Providing weekly status updates (written and verbal) and conducting regular project team status meetings
Overseeing the development of SDLC artifacts, ensuring business requirements are translated into technical specifications, guiding, and facilitating the SDLC process
Developing and maintaining strong relationships with project sponsors and stakeholders.
Possessing effective communication and presentation skills
Possessing strong teamwork skills
Transferring working knowledge to current staff

II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 7 Required Project Management Experience for large-scale Enterprise Implementations 7 Required State of Texas or Similar Federal/State Project Management Experience 4 Required Agile (Scrum) Experience 4 Required Development Experience 5 Preferred State of Texas Project Delivery Framework Experience 4 Preferred PMP Certification 3 Preferred Jira Experience 1 Preferred State Procurement and Contracting Experience
III. TERMS OF SERVICE
Services are expected to start 04/01/2024 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 880 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 701 W 51st Street, Austin, TX 78751. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
V. Other Special Requirements

- Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.
- The primary work location will be 701 W 51st Street, Austin, Texas 78751. Position will be 100% remote. Prefer candidates who are within the state (Any location within the State of Texas).
- Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
- The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
- The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
