This request is issued from the Commonwealth of Pennsylvania, Bureau of Health Statistics and Registries (BHSR) within the PA Department of Health (PADOH).

BACKGROUND/PROBLEM STATEMENT

PADOH has been transitioning the PA Vital Records Management System (PAVRMS). Additional support is required for training and stakeholder support during this implementation. PADOH is seeking an individual to lead a team of contractors for this effort.

INCURRING COSTS

The PA Department of Health is not responsible for any costs or expenses incurred by the contractor for parking.

RESOURCES

The contractor will primarily telework from home and is responsible for his/her own network connectivity and home office space. The PADOH will supply a laptop, and software, including a Skype license for phone use. This contractor may be required to report to BHSR headquarters on a periodic basis for training.

The headquarter assignment is subject to change in accordance with the Commonwealth’s COVID-19 response plans. As such, the contractor may be required to work from BHSR’s headquarters in Harrisburg, PA. At that time, the contractor will be provided with office space. However, parking will not be provided.

OBJECTIVES OF ENGAGEMENT

The primary objective of this engagement is to provide supplemental support to the Bureau, specifically on the PAVRMS implementation. This breadth of duties includes understanding adult virtual training methodologies, business requirements and workflow, and post-implementation end-user support.

The selected contractor will serve as an on-boarding team member for Phase 2 (Death Module) of the PAVRMS, building on previous lessons learned from Phase 1 (Birth Module). This process involves working with the Business Workflow Unit, the Project Manager, the Vendor(s), and the external stakeholders. The intent is for the onboarding team to identify all external stakeholders, then provide the stakeholder entities with virtual training as well as account access and set up, and post-deployment account support.

This activity involves working directly with program subject matter experts (SMEs) and stakeholders to maintain a working knowledge of the PAVRMS; document and understand business requirements and workflow for training purposes; develop training plans; deliver virtual and/or in-person training; maintain training records through the Commonwealth’s TRAIN PA system; and provide post-deployment support such as password management, account troubleshooting, process management expertise, etc.

Generally, The Contractor Will Perform The Following Tasks

  • Assist in analysis and management of facility setup in PAVRMS
  • Maintain training records of external stakeholders through TRAIN PA system. External stakeholders include facility administrators and personnel from hospitals, funeral homes, coroner and medical examiner’s offices, nursing homes, etc.
  • Manage virtual and/or in-person training curricula, including review of vendor-provided training materials
  • Manage virtual and/or in-person training plans, procedures, and delivery to external stakeholders
  • In coordination with the Business Workflow Unit, engage with program SMEs and stakeholders to verify PAVRMS application functionality aligns with business needs, functional design and training documentation
  • Report defects in the application as encountered and escalates potential deficiencies to onboarding team lead and/or Business Workflow Manager
  • Provides post-deployment end-user technical support

Operational Requirements

The contractor will be required to:

  • Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday.
  • Provide weekly personal status reporting by COB Friday submitted on SharePoint.
  • Schedule training status meetings with the Assistant State Registrar and the Business Workflow Manager, as well as the Program Manager and Division Directors as necessary.

Contractor Skills And Experience Requirements

Minimum of 4 years’ experience in the information technology industry in business analysis, adult training development, and/or end-user support to meet general objectives shown above. Must have strong Microsoft Office skills, strong interpersonal skills, strong verbal and written communication skills, and a history of successful training development and delivery.

TIMEFRAMES

The agreement between the Department of Health and the contractor will be from February 13, 2023 to July 31, 2024.
