Emergency Response: Yes – Must be available to perform a primary assignment in support of DTE’s emergency response to storms or other events that impact service to our customers.

Job Summary

This job exists to; identify, analyze, develop, recommend, promote and defend DTE’s Utility’s required revenue requirements and economic effects embedded in regulatory proposals to recover expenditures and return on \ return of - investments, incurred by DTE Utilities to meet their obligation to serve. Examples of the work complexity involved in this position includes; prepare economic analysis and detailed rate filings, make recommendations, prepare reports and presentation material, and testify in regulatory proceedings such as general rate case filings and specific filings related to renewable energy, demand response, energy waste reduction, rate design, true-up filings, depreciation and unbundling cases. Position requires active participation in development of regulatory filings with intention of affecting; 1.) level of revenue requirement approved, as well as, 2.) specific accounting and ratemaking policies as ultimately determined by Commission orders. As an expert witness in Rates related proceedings before the MPSC \ FERC provide expert testimony on not only in structured rate case filings but also unstructured filings such as new rate product development, and provide analysis and critique of other positions.

Key Accountabilities

  • Develop detailed analysis and key regulatory schedules for filing in regulatory proceedings in support and defense of the Company's required revenue requirements level and key economic\accounting position(s) put forth in various regulatory proceedings.
  • Provide expert testimony in regulatory proceedings in support and defense of the Company's positions.
  • Develop pro forma financial statements showing effects on earnings, cash flow, tax, revenue requirements, unit costs, rate base, assets, capitalization, and rates of return of various financial, accounting, ratemaking, marketing valuation, financing, contractual, legislative, or policy initiatives.
  • Monitor and analyze MPSC, FERC, SEC, FASB and state and federal legislative developments with the intention of interpreting, reporting and affecting Company policy on issues.
  • Promote and protect the company’s interests in the interpretation and implementation of Public Acts 341 and 342 with emphasis on; regulatory assets and associated recovery, renewable energy, demand response, energy waste reduction, rate design and unbundling.
  • Support various regulatory filings with particular emphasis on revenue requirements, cost of service, nuclear decommissioning, unbundling, depreciation, costs classification and costs functionalization.

Minimum Education & Experience Requirements

  • Undergraduate degree in Engineering, Business, Economics, or other related discipline, or equivalent experience.
  • Five years experience working directly in the regulatory environment with emphasis on revenue requirements, regulatory policy \ accounting and the development of regulatory defenses on economic and financial issues

Other Qualifications

  • Working knowledge of utilities revenue requirements, accounting, engineering, finance \ economic analysis, depreciation, tax, legal principals, utility operations, gas or power purchases as related to the Company's business.
  • Superior analytical, financial modeling, problem solving, writing skills.
  • Demonstrated; leadership, ability to work across organization lines and work as team member to achieve corporate goals.
  • Demonstrated communication (written and oral) skills, as well as, advocacy skills for specific positions \ issues.
