Operations Analysis & Services Engineer

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The NYISO’s Market Operations department invites applications for a full-time Engineer in our Operations Analysis and Services group.

The successful candidate will be responsible for supporting the efficient administration of Energy Market Operations, Grid Operations and Transmission Congestion Contract Market Operations through the evaluation of market and reliability data. This individual will be responsible for the assessment of Day-Ahead and Real-Time Energy Markets, Grid Control Performance Standards, and Wind Plant Performance metrics. In addition, analyzing operational data, developing metrics, and identifying trends and root cause events that lead to market inefficiencies. Should also be able to perform technical computer power flow simulation analysis to study the impacts of power system outages on the transmission system.

ESSENTIAL DUTIES And RESPONSIBILITIES

  • Perform daily assessment and periodic reporting of NERC (North American Electric Reliability Corporation) BAL Reliability Standards and quarterly reporting of NERC ALR3-5 IROL Exceedance for internal review and to satisfy regulatory compliance requirements.
  • Perform monthly assessment and reporting of Eastern Interconnection frequency crosscheck, inadvertent payback, and synchronized reserve adjustments for NPCC (Northeast Power Coordinating Council) CO1 working group to satisfy regulatory compliance requirements.
  • Perform daily analysis to identify differences in the Day-Ahead and Real-Time markets that cause uplift and provide reports to Operations Management. On a monthly basis, identify trends and events resulting in high uplifts for Operations Management and Market Participant review.
  • Provide support for DAM Congestion Rent Settlement (Attachment N) process.
  • Create and analyze various reports as they relate to the Operations and Performance Metrics. Provide reporting to NYISO Operating Committee, Management Committee, Board of Directors and NYS Reliability Council
  • Perform analysis of Lake Erie circulation or other unscheduled power flow statistics. Providing weekly Lake Erie loop flow updates to EMO Management for approval and use in Day-Ahead Energy Market.
  • Provide analysis to assist Operations Management in the efficient administration of the Markets
  • Update and maintain data used in transmission services areas such as power system models employed for Transmission Congestion Contract Auctions.
  • Other duties as assigned

Qualifications include:

  • Bachelor's Degree in Electrical Engineering required; Power Systems Engineering knowledge and experience preferred.
  • A minimum of three years industry related and/or professional experience; preferably with a generator, utility, or peer ISO/RTO organization.
  • Experience performing statistical analysis, mining databases is preferred.

Please note that this position will be filled at the level (i.e., Associate Engineer, Engineer, or Senior Engineer) appropriate with the candidates experience and qualifications.

Additional Requirements

  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, vendors, market participants and the general public.
  • Ability to comprehend and apply principles of advanced calculus, modern algebra and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations and proofs of theorems.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
  • Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs. Intermediate competency using PSS/e Optimal Power Flow, UNIX and PC systems preferred.
  • Advanced knowledge of Excel and a working knowledge of SQL.
  • Excellent organizational, teamwork, interpersonal and communication skills.
