IT Manager

FLSA Status: Full-Time, Exempt

Salary Range: $55,000-$60,000 annually

Position Summary

The Director of Information Technology, Innovation & Data or IT Manager is responsible for developing and monitoring policies, procedures, and practices overseeing Lake County Government’s information technology. This role will monitor staff and service providers for the safekeeping, maintenance and repair of county-owned computer assets and identify key information technology initiatives and process improvements that benefit Lake County Government through increasing efficiency and effectiveness. The role will analyze existing practices to identify and recommend possible improvements that will help meet the strategic goals, objectives and information technology needs of Lake County Government. The position will plan, coordinate, and advise the County Manager and Board of County Commissioners in evaluating proposals, budgets, technical plans, and strategies developed by service providers. The position will develop standard operating procedures for configuration and deployment of county IT systems/resources, cyber security practices, and the protection of data.

General Duties And Responsibilities

Essential Functions:

  • Oversees the planning, coordination, supervision, and administrative work necessary to provide comprehensive information technology services to Lake County Government.
  • Responsible for the creation of standard operating procedures and policies for information technology and data management best practices for County staff.
  • Responsible for the management of service providers contract work, deliverables, and applications.
  • Responsible for the purchase of hardware and software for Lake County Government following the County’s purchasing policy.
  • Responsible for the tracking of Lake County Government information technology assets and maintaining the information technology replacement plan.
  • Researches, develops, and implements best practices relating to information technology and data management. Keeps the department current by responding to industry trends.
  • Develops and conducts staff trainings for the use of applications and compliance with standard operating procedures.
  • Develops and presents an annual department budget to the Board of County Commissioners.
  • Maintains and utilizes databases and analyzes program data.
  • Ensures compliance with County, State, and National information technology and data management standards, Web Content Accessibility Guidelines (WCAG), and other applicable laws.
  • Maintains appropriate licenses and permits for hardware, software, and applications.
  • Ensures that risk management practices are in place and being implemented by staff.
  • Actively participates in county-wide initiatives and provides advice on information technology, data management and compliance projects.
  • Works with County leadership to analyze programs and trends and evaluate changing information technology and data management needs.

Planning:

  • Oversees the development and implementation of County technology objectives, policies and priorities.
  • Develops both short- and long-term strategic and master plans for technology needs and upgrades.
  • Identifies County technology needs and responds appropriately.
  • Develops and implements an Emergency Action Plan and supports the emergency operations center when activated.

Requirements

  • At least 2 years of information technology and data management experience.
  • Demonstrable knowledge of information technology security practices, IT configuration and deployment for large staff’s data security and data recovery practices.
  • Knowledge of IT and data best practices.
  • Must have valid driver’s license.
  • Must be able to pass a pre-employment background check according to County policy requirements.

Knowledge of: 

  • Prioritizes accessibility in procuring vendors/resources/professional services, technology systems and tools/ content by evaluating capacity of proposed resources to meet accessibility requirements; Defining accessibility requirements and responsibilities in applicable contracts; Monitoring compliance with contractual requirements related to accessibility. 
  • Partner with colleagues and team members to prioritize accessibility training to content creators and others using our digital assets. 
  • Knowledge of (or ability to learn in the first 60 days) public sector regulations related to digital accessibility and disability inclusion, including WCAG 2.1 AA Section 508, and ADA laws. 
  • Ability to advocate for accessibility in digital products.

Notice Of Emergency/Disaster Responsibilities

All Lake County Employees may be required to work as a Disaster Service Worker when a local declaration of emergency or disaster is declared by the Board of County Commissioners. To be prepared for this role, all employees and emergency service function (ESF) leads will attend emergency management trainings and exercises as requested by the Director of Emergency Management. With advanced notification from OEM, employees will make reasonable efforts to attend training events in coordination with other employees and supervisors.
