Please note: This role involves 80% Proposal writing and 20% Proposal management.

About the role:

Cloud7Works, Inc, a fast-growing women-owned small business is seeking a Federal Senior Proposal Writer. This is a remote role leveraging strengths in proposal management and coordination as well as content development and strategy. This position will be responsible for all aspects of the proposal delivery process including RFP analysis, kick-off, initial response, refinement, and final proposal submission. May also be involved in some capture activities as workload permits. The ideal candidate will have excellent business writing and project management skills, familiarity in IT, as well as the ability to understand the complexity of the market and customer needs. A successful candidate will be motivated to help create winning bids and must be flexible to work on many different efforts, with varying levels of responsibility. To excel in this role, the candidate must have solid working experience providing cradle-to-grave proposal support.

Responsibilities include (but are not limited to):

  • Conducting thorough research to understand the requirements of federal RFPs (Requests for Proposals) and RFIs (Requests for Information), Contract Vehicles. This involves analyzing solicitation documents, understanding the scope of work, and identifying key requirements and criteria for evaluation.
  • Writing and developing comprehensive and persuasive proposals in response to federal RFPs. This involves creating clear, concise, and compelling narratives that align with the government's requirements and highlight the organization's strengths and capabilities.
  • Ensuring that all proposals meet the strict compliance standards set forth in federal solicitations. This includes adhering to format, submission deadlines, and specific criteria outlined in the RFP.
  • Working closely with subject matter experts, technical teams, and management to gather the necessary information and insights for the proposal. This often involves coordinating multiple inputs and managing contributions from different departments.
  • Performing rigorous editing and quality assurance reviews to ensure the proposal is error-free, well-organized, and effectively communicates the intended message.
  • Continually refining and improving the proposal development process based on feedback and performance in past submissions. This may include developing templates, standardizing processes, and training other team members.
  • Participating in the development of proposal strategies, including understanding the competitive landscape, identifying unique selling points, and tailoring the approach to meet the specific needs and preferences of each federal agency.
  • Managing the proposal development process from start to finish, ensuring that deadlines are met, and coordinating the efforts of all team members involved in the proposal.
  • Leading proposal kickoffs and color team reviews, working sessions with SMEs, executives, teaming partners, authors, and other contributors to develop storyboards, solutions, and graphics.
  • Maintaining communication with key stakeholders, including keeping the team informed about progress, changes in requirements, or any challenges that arise during the proposal development process.
  • Keeping up to date with changes in federal procurement regulations and best practices in proposal writing.

Qualifications:

  • Must have a BS/BA in a relevant degree field from an accredited university, or a combination of education, training, and experience.
  • Several years (5-10 years) of experience in proposal management, with a specific focus on federal government proposals.
  • APMP (Association of Proposal Management Professionals) certification is highly desirable.
  • Understanding of Federal Government contracting and proposal processes.
  • Understanding of the Shipley methodology.
  • Proven track record of managing and winning large-scale government proposals.
  • Familiarity with federal procurement regulations and processes (such as FAR - Federal Acquisition Regulation) is a plus.
  • Advanced skills in writing, editing, and proofreading, including proficiency with at least one industry editorial style guide.
  • Outstanding written and oral communication skills with exceptional organization and attention to detail.
  • Must have the ability to quickly process information and produce organized, clearly written content with minimal supervision.
  • Ability to work in a high-paced work environment supporting multiple proposals simultaneously, and meeting tight deadlines including occasional extended hours, evenings/night hours, weekends, and holidays.
  • Proficiency with MS Office suite.
  • Must be able to complete a background check.
